Funding of $175,000 for the Façade Improvement Grant Program is authorized in the 2013 Adopted Operating Budget as part of the Capital Revolving Fund (p. 23). This Resolution awards grants totaling $10,000. Following approval of this Resolution, $130,750 of authorized funding will remain for future projects.

On October 3, 2000, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program.  The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building.  The objective of the Program is to restore, beautify, or enhance the entire facade or elevation of a commercial building.  The Facade Improvement Grant Program Staff Team has reviewed the following Façade Improvement proposals and determined that it meets the requirements of the Program. The CDA has granted a waiver to the Program Target Area so that we may serve this Madison Historic Landmark Property. The Urban Design Commission has reviewed the proposals and recommends design approval.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following Facade Improvement Grant proposal:
 
      1. 511 N. Carroll St
             Grantee: The Alano Society Inc.
a.      Remove sunroom and front entry vestibule.
b.      Repair brick veneer and repaint to match.
c.      Remove glass block infill of 2 original window openings in sunroom and install new windows.
d.      Construct new porch and access stairs.
e.      Install new entrance doors.
 
     Total project cost is estimated at $ $22,800.00
     Façade Improvement Grant not to exceed $ $10,000.00
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
