The 2014 Operating Budget for the Planning Division includes $9,701 of anticipated revenue for the city's transportation planning services (Account No. GN01-78530-224100-00-2202812-CARPC000-00000000). No additional local share is required as matching funds are already included in the salary expenses. The 2014 Operating Budget for the Planning Division also includes $15,260 of anticipated revenue for CARPC's forecasting services (Account No. GN01-XXXXX-224100-00-XXXXXXX). No additional local share is required as CARPC is covering the required local match for the federal funding for the services.

Authorizing the Mayor and City Clerk to enter into an agreement with the Capital Area Regional Planning Commission (CARPC) for the Madison Area Transportation Planning Board (TPB) to provide transportation planning services to CARPC and for CARPC to provide population and employment forecasting services to the Madison Area TPB in calendar year 2014.
Body
WHEREAS, the City of Madison Planning Division provides staffing for the Madison Area Transportation Planning Board (TPB) - A Metropolitan Planning Organization (MPO) and the city serves as the MPO's administrative agent; and
 
WHEREAS, the Madison Area Transportation Planning Board (TPB) is the designated Metropolitan Planning Organization (MPO) for the Madison Metropolitan Area with responsibilities to perform metropolitan transportation planning and programming activities; and
 
WHEREAS, the Capital Area Regional Planning Commission (CARPC), the regional land use and environmental planning agency, is in need of services to conduct transportation planning for Dane County, particularly outside of the Madison Metropolitan Area; and
 
WHEREAS, CARPC will receive federal Planning funding from the Wisconsin Department of Transportation (WisDOT) in 2014 for transportation planning activities for areas in Dane County outside of the Madison Metropolitan Area; and
 
WHEREAS, CARPC is requesting that the Madison Area TPB, as the MPO for the region, provide these services in a manner that has been provided historically by the MPO to CARPC; and
 
WHEREAS, these services are to consist of (a) conducting analyses of the impact of urban service area amendments on the overall transportation system, (b) preparing a report on the transportation system performance and trends for CARPC's annual trends reporting, and (c) conducting analyses of transportation issues associated with development of plans for sustainable growth as part of CARPC's Future Urban Development Area planning; and
 
WHEREAS, the Planning Division and Madison Area TPB have concluded that it would be desirable to continue to provide these services to CARPC as was done last year by entering into the attached agreement with CARPC for the provision of these services; and
 
WHEREAS, in order to ensure consistency between regional land use and transportation planning the Madison Area TPB relies on CARPC to provide population and employment forecasts by urban service area, which are then used to allocate future planned growth to small traffic analysis zones used for travel forecasting; and
 
WHEREAS, CARPC is in the process of updating its methodology to prepare urban service area level population forecasts and develop a methodology to prepare associated employment forecasts; and
 
WHEREAS, the Planning Division and Madison Area TPB have concluded that it would be desirable to continue to support CARPC's forecasting work with pass-through federal Planning funding from WisDOT (with CARPC covering the local share) as was done last year by entering into the attached agreement for provision of these services; and
 
WHEREAS, the services by CARPC in 2014 are to consist of:  (a) finalizing work to develop projections of future county Year 2040 employment based in part on a labor supply analysis and develop a methodology for allocating the projected employment to urban service areas (USAs); (b) developing a methodology to account for redevelopment potential in land demand calculations for USAs; (c) testing and evaluating alternative assumptions in the land demand calculation under the new methodology based on different assumed housing mix, densities, and urban/rural population split; and (d) reviewing the recent transit-oriented development market study conducted for CARPC to analyze the relationship of its forecasts to CARPC's methodology; and
 
WHEREAS, on November 13, 2013, the Madison Area TPB approved authorizing the City of Madison to contract with CARPC for the services by the city and CARPC in 2014; and
 
WHEREAS, the Madison Area TPB will invoice CARPC on a quarterly basis for the cost of the transportation planning services not to exceed $9,701 for calendar year 2014, and CARPC will invoice the Madison Area TPB on a quarterly basis for 80% of the total cost of the population and employment forecasting services not to exceed $15,260 with CARPC covering the 20% match to the federal funding:
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into the attached agreement with the Capital Area Regional Planning Commission (CARPC) for the Madison Area TPB to provide transportation planning work activities to CARPC and for CARPC to provide forecasting services to the city in calendar year 2014.
