This resolution transfers $25,000 of available funds from the University Avenue Underpass Capital Project (810733) to the Engineering Design Software Capital Project (810547). It also establishes the requisite budget authority to spend the transferred funds for the Engineering Design Software project.

Title
Amending the 2013 Engineering-Other Capital Budget and Transferring $25,000 from the University Avenue Underpass Capital Project to allow for enhancements to the City's CAD (Computer Aided Drafting) System environment.
Body
WHEREAS, City Engineering led other City agencies in a comprehensive upgrade and transition of the CAD drafting software and design software, beginning in 2012; and
WHEREAS, the transition and implementation occurred in late 2012 and was used for all projects in 2013; and
WHEREAS, now the Engineering Division desires to step back and evaluate the transition and training that has occurred, to identify efficiencies that can yet be gained or have not yet been fully implemented; and
WHEREAS, the Engineering Division shall hire a consultant (approx cost $12,500) to evaluate implementation of new standards, workflows, custom programs and resource files; and
WHEREAS, the Consultant shall make recommendations on the development of additional tools, streamlining workflows, introducing greater functionality, and addressing user learning gaps and needs for further training; and
WHEREAS, the remainder of the funding (approx $12,500) shall be used for staff training to better implement the Consultant recommendations for increased efficiency and productivity.
NOW THEREFORE BE IT RESOLVED that the 2013 Engineering-Other Capital Budget is hereby amended to increase the Budget Authority in the Engineering Design Software Capital Project (810547) by $25,000; and
BE IT FURTHER RESOLVED that a transfer of $25,000 in available funds be made from the University Avenue Underpass Capital Project (810733) to the Engineering Design Software Capital Project (810547).
