Authorizing the City of Madison, through the Police Department, to enter into Memoranda of Understanding (MOUs) with the State of Wisconsin Office of Justice Assistance (OJA) regarding a justice information data sharing initiative

Body
WHEREAS, the need for law enforcement agencies to share information throughout the State of Wisconsin is critical to public safety; and,

WHEREAS, the City of Madison Police Department administers a state-of-the art shared computerized records management system (RMS) of consolidated law enforcement records for twelve municipal police departments throughout Dane County; and,

WHEREAS, the Wisconsin Office of Justice Assistance administers the Wisconsin Justice Information Center (WIJIC) data sharing initiative which requires that the MOUs for sharing with Wisconsin criminal justice agencies specified law enforcement pointer records via the Wisconsin Justice Information Center (WIJIC) program and N-DEx (FBI National Data Exchange) be executed; and,

WHEREAS, the City of Madison through the Police Department has partnered with OJA on WIJIC related initiatives per prior Common Council resolutions (RES-06-00900 and RES-05-00236); and,

WHEREAS, the upgrade project (December 2012) of the police RMS includes the establishment of an interface between the RMS and WIJIC; and,

WHEREAS, a grant from the Department of Homeland Security (2010-HS-41) issued to OJA provides funding of $13,000 to defray the costs of developing this interface between the RMS and WIJIC; and,

WHEREAS, this interface would enhance the abilities of the Madison Police Department, Dane County law enforcement agencies, criminal justice agencies across Wisconsin, and the FBI to analyze, investigate, solve and prosecute crime.

NOW, THEREFORE, BE IT RESOLVED that the Mayor, City Clerk and Chief of Police are authorized to sign the above-described MOUs with the State of Wisconsin Office of Justice Assistance for the ab...
