Amending Section 33.16(7) of the Madison General Ordinances to update responsibilities and revise terms/composition of Early Childhood Care and Education Committee.

DRAFTER'S ANALYSIS: This amendment would change the responsibilities of this committee so that they mirror modern expectations. Furthermore, the names of various other bodies are updated. The terms of members are changed so that they begin in October rather than May. May is the busiest month for this body. Finally, the size of the committee is reduced from eleven members to nine.

The Common Council of the City of Madison do hereby ordain as follows:
Subsection (7) entitled “Early Childhood Care and Education Committee” of Section 33.16 entitled “Community Services Committee” of the Madison General Ordinances is amended to read as follows:
“(7) Early Childhood Care and Education Committee.
(a) There is hereby created an Early Childhood Care and Education Committee as a committee of the Community Services Committee to serve as an advisory body to the Community Services Committee and the Office of Community Services Community Development Division on the operation of the Madison Day Child Care Accreditation and Child Care Assistance Programs.
(b) The Early Childhood Care and Education Committee shall consist of eleven nine (119) members with experience and/or expertise necessary for proper performance of the duties assigned; two (2) members shall be specialists in the field of child care; eight six (86) members shall be other citizen members to include one (1) member who is a day child care service consumer and one (1) member who is a day child care worker; and one (1) Alderperson.
(c) Members shall be appointed by the Mayor and confirmed by the Common Council to three (3) year terms with the exception of the Alderperson whose term shall expire with the expiration...
