The 2012 adopted capital budget of the Parking Utility authorized expenditures of $225,000 for pavement and island repairs to the Brayton Street surface parking lot (Project No. 3, "Brayton Lot," Acc't No. 810658).  All of the funding sources are from Parking Utility reserves (no borrowing is required).  The project was not reauthorized in the 2013 capital budget, as it was anticipated the project would be completed in the latter part of 2012 or the first part of 2013.  However, the project was delayed, and recent bid responses to the Parking Utility Request for Proposals indicate that additional funding of approximately $118,408 $168,408 will be required to complete the project.  Therefore, an amendment to the 2013 Parking Utility capital budget is required to increase the project's authorized expenditures for repair, engineering, and contingency of the Brayton Lot by $118,408 $168,408, which will be offset by an application of Parking Utility reserves.  There is no net impact on the levy.   The Parking Utility 2013 capital budget is amended as follows:

Body
WHEREAS, the City of Madison Parking Utility wishes to undertake repairs to the Brayton Lot; and
 
WHEREAS, the Utility had included in its 2012 capital budget funding of $225,000 for the repairs; and
 
WHEREAS, the contract process was delayed, such that the Utility did not contract for the service in 2012, but wishes to proceed with repairs in 2013; and
 
WHERAS, through the City of Madison's competitive bidding process, the low bidder for Brayton Lot Resurfacing, Contract No. 7106, was Raymond P. Cattell, Inc.; and
 
WHEREAS, the Parking Utility capital budget does not include sufficient expenditure authorization for the repairs because the engineer's estimate was less than bid amounts received;
 
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a contract with Raymond P. Cattell, Inc. for repairs to the Brayton Lot; and
 
BE IT FURTHER RESOLVED that the contract will be executed subject to the inclusion of appropriate stormwater mitigation facilities; namely, that a rain garden be installed on the Hancock Street terrace next to Brayton Lot;
 
NOW THEREFORE BE IT FINALLY RESOLVED that the City of Madison Parking Utility 2013 Capital Budget is amended to provide additional expenditure authority of $118,408 $168,408 for Brayton Lot repairs, which will be fully offset by the application of Utility reserves.
