WHEREAS, during the interview with the client, Ms. Vellegas, who has a background in counseling, noted the woman seemed exceptionally despondent and walked with her from her office in the Madison Municipal Building where she noted the woman walked toward Monona Terrace rather than to where her husband was waiting for her in their car; and

WHEREAS, Ms. Vellegas followed the client to the railing of Monona Terrace as she worried about her well being and was able to, with the help of James Lofton, grab the woman from behind and prevent her from jumping over 60 feet to the bike path below; and

WHEREAS, Ms. Vellegas' response demonstrates the kind of humanity and compassion that all of us should summon in a moment of crisis; and

WHEREAS, Ms. Vellegas was aided in the rescue by James Lofton, a local homeless veteran, who also put himself in danger to assist with the woman's rescue; and

WHEREAS, both Ms. Vellegas and Mr. Lofton will be awarded the Madison Police Department's Life Saving Award;

NOW, THEREFORE, BE IT RESOLVED, that the Mayor of the City of Madison and the Madison Common Council would like to thank Ms. Vellegas for her lifesaving actions and express their incredible gratitude to her.
