Title: Establishing a recycling program for mattresses and box springs and authorizing the Mayor and City Clerk to enter into a contract with Ohio Mattress Recycling to transport and recycle the mattresses and box springs collected by the Streets Division.

Fiscal Note
Funds for the program will be raised by a ten dollar fee charged for each mattress and box spring collected. Residents will pay the fee by purchasing a fee sticker, similar to other stickers for large items and electronics. Stickers may be purchased at Public Libraries, on line, or at Streets Division offices. The Streets Division will pay six to seven dollars for each unit to be recycled. The remaining revenue will be used to offset the cost of administration, and for the purchase of small equipment used to handle the units to be recycled. The Libraries keep one dollar for each sticker sold to offset administrative costs.

Body
WHEREAS the Streets Division collects between 10,000 and 12,000 old mattresses and box springs each year, and

WHEREAS, mattresses and box springs do not compact well in a landfill and therefore take up a disproportionate amount of space in the landfill, and

WHEREAS these mattresses and box springs can be separated from other large items for recycling by the Streets Division , and

WHEREAS, the mattresses and box springs can be responsibly recycled with 97% of all material recycled, and

WHEREAS, mattress and box spring recycling will entail a fee for recycling and transporting the units to the recycling facility, and

WHEREAS, the fee for transporting and recycling mattresses and recycling can be recovered by assessing a fee for each unit collected by the Streets Division or brought to its drop off sites and that this fee is consistent with other large item fees and recycling fees currently charged by the Streets Division, and
