The expenditure of additional grant funds of $20,000 and recognition of offsetting grant revenues requires an amendment to the 2013 adopted operating budget of the Community Development Division, as follows:

Title
Authorizing the City of Madison to accept an Evjue Foundation grant in the amount of $20,000, and amending the Community Development Division operating budget to reflect this revenue, and to authorize the City to enter into a purchase of service contract with the Boys and Girls Club of Dane County for the implementation of the grant.
Body
WHEREAS, on February 26, 2013 the Common Council approved resolution number 28837 which authorized the purchase of a duplex located at 1409 - 1411 Theresa Terrace for the potential use as a neighborhood center; and
 
WHEREAS, the City of Madison, working with neighborhood residents, is in the midst of planning for the future use of this facility and determining the extent of needed renovations  of the duplex that will be needed to accommodate those uses, a process that will not be completed before the end of the summer; and
 
WHEREAS, the City of Madison has not yet selected a vendor to operate the future neighborhood center on Theresa Terrace; and
 
WHEREAS, despite the lack of an operating neighborhood center this summer, there is strong interest in the neighborhood and by the City to operate a summer elementary program in the Theresa Terrace neighborhood; and
 
WHEREAS, the City applied to the Evjue Foundation for funds to operate a summer elementary program for residents in the Theresa Terrace neighborhood  and has been awarded a $20,000 grant for that purpose; and
 
WHEREAS, the City, through its Community Development Division and in consultation with the District Alderman and residents in the Theresa Terrace neighborhood, has accepted an offer from the Boys & Girls Club of Dane County to operate the summer elementary program in Theresa Terrace.
 
NOW THEREFORE BE IT RESOLVED that the Mayor, through the Community Development Division, is authorized to accept the Evjue Foundation grant totaling  $20,000 and amending the CDD operating budget.  
 
BE IT FURTHER RESOLVED that the Common Council authorizes expenditures of the available funds as follows:
 
ยท      Up to $20,000 to the Boys & Girls Club of Dane County to operate a summer elementary program for the Theresa Terrace neighborhood for the period of time from June 1, 2013 through September, 30, 2013.
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into a Purchase of Service Agreement, through the Community Development Division, with the  Boys & Girls Club of Dane County; and
 
BE IT FURTHER RESOLVED that the Finance Department and the Community Development Division are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
