Fiscal Note
The City applied to the state Division of Housing on behalf of interested Homeless Services Consortium agencies for Emergency Solutions Grant funds (ESG), Transitional Housing Program funds (THP) and Homeless Prevention Program funds (HPP). The addition of funds in this amendment brings the total anticipated award to $444,373. The City was notified of available state Transitional Housing Program funds that went unclaimed by another Wisconsin applicant; the state Division of Housing made funds available to the next highest prioritized project in Dane County which is Porchlight's Transitional Housing Program.   Cost of the projects will be covered by the State and Federal grants and administered through a segregated fund. No appropriation of City levy funds is required.

Body
The city of Madison worked closely with a group of community-based non-profit agencies that provide services and housing to homeless persons and those at risk of becoming homeless. This cooperation involves City sponsorship and administration of an annual application to the State of Wisconsin, Division of Housing, for federal and state funds for various projects.
 
The Division of Housing determined awards based on a formula using data from monthly homeless census counts, poverty data, unemployment data, and population data. City of Madison was originally awarded $428,099 and increased to $444,373 with this amendment. .
 
In addition to the allocation of funds from the State as outlined in resolution #29110, the State has provided an additional $16,274 for Porchlight's Transitional Housing Program which provides 26 scattered-site housing units and support services to homeless residents, many of whom have disabilities, for a maximum of 24 months.
 
Whereas, the Common Council has adopted a five-year Community and Neighborhood Development Plan which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and
 
Whereas, the Common Council has accepted the Community Plan to Prevent and End Homelessness in Dane County which includes goals and objectives representative of these activities: and
 
Whereas, the CD Division staff have worked collaboratively with interested Homeless Services consortium agencies and jointly developed a prioritized list of projects for submission to the State for funding.
 
Now, therefore, be it resolved that the Common Council amend Resolution #29110 authorizing the Mayor to sign an application for funds from the State Division of Housing and authorizing the Mayor and City Clerk to execute agreements with specific non-profit agencies adding $16,274 in state THP funds for Porchlight's Transitional Housing Program changing the total amount awarded from $428,099 to $444,373.
