Fiscal Note
Total program costs are estimated at $92,000. Of this amount, $43,000 is sought as a grant from the Wisconsin State Energy Office (SEO), and $15,000 would be derived from in-kind personnel support from the P Squared Group. The remaining $34,000 would be provided as in-kind support from the City of Madison. This support would consist of $17,000 in personnel costs for designing outreach to pilot participants, restaurants, and grocers. An additional $17,000 would be provided as in-kind support for equipment costs for front end loaders and related handling equipment at the Olin Avenue transfer facility, and for trucks hauling material from Madison to Oshkosh. Funds for the Streets Division's matching requirements of the grant are contained in the 2013 Streets Division Operating Budget. There is no impact upon the tax levy.

WHEREAS, The Streets Divison is collecting source separated organics (SSO) from 500 Madison households and several businesses in its Organics Collection Pilot program; and,
 
WHEREAS, The Streets Divison's plan for handling the SSO it would collect in a full scale program involves the use of an anaerobic digester; and,
 
WHEREAS, The Streets Division is using compostable plastic bags made from different bioplastic resins in the pilot program; and,
 
WHEREAS, The Streets Division would like to see if it will be necessary to shred the SSO before putting it into the anaerobic digester; and,
 
WHEREAS, The Streets Division would like to analyze the potential of the plastic bags to generate biogas, analyze the properties of the digestate resulting from the process, and assess the extent to which the bioplastic bags decompose during the process; and,
 
WHEREAS, The Wisconsin State Energy Office (SEO) is interested in advancing the use of SSO as a feedstock for anaerobic digestation, the decomposition properties of bioplastics in an anaerobic digester, and the need for shredding of feedstock prior to use in digesters; and,
 
WHEREAS, the SEO assembled a team consisting of the University of Wisconsin Oshkosh, P Squared Group, and the Center for a Competitive Waste Industry to assist in the testing of the bioplastics and shredding devices; and,
 
WHEREAS, the SEO awarded a grant to the City of Madison to test the compostability of bioplastic bags and the effectiveness of shredding devices for use with an anaerobic digester;
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to accept a grant from the SEO for the testing of bioplastic bags and shredding devices; and
 
BE FINALLY RESOLVED, that the Streets Division is authorized to collaborate with the team that has been assembled by the SEO in conducting this research.
