I hereby submit, for your consideration and approval, the following citizen committee appointments. Committee applications for mayoral appointments are attached. Statement of Interest forms are on file for these appointees where applicable.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

LEAH SAMSON-SAMUEL (20th A.D.) - appoint to a two-year term to the position of First Alternate. Ms. Samson-Samuel is a sustainability consultant and owner of Madison Environmental Group, LLC. She succeeds David J. Branson who assumed an Adult City Resident position.

BUILDING CODE, FIRE CODE, CONVEYANCE CODE AND LICENSING APPEALS BOARD
JOHN P. STARKWEATHER (10TH A.D.) - appoint to a three-year term to the position of Attorney. Mr. Starkweather is an attorney with Boardman & Clark, LLP. He succeeds Christopher J. Dodge.

ECONOMIC DEVELOPMENT COMMITTEE
PATRICIA (PAT) A. SCHRAMM (3rd A.D.) - appoint to a three-year term to the position of Citizen. Ms. Schramm currently serves as the Executive Director of the Workforce Development Board of South Central Wisconsin. She previously served as a director for Project Home and a member of the United Way Safe Communities Strong Neighborhood Committee. Ms. Schramm succeeds Douglas S. Nelson.

DAVID A. BOLLES (19th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident. Mr. Bolles is an attorney at Bolles Law Office, LLC. He previously served as an Assistant State Coordinator for former Senator Russ Feingold. Mr. Bolles succeeds Coco Bustamante.

SARAH (SALLY) A. LEHNER (13th A.D.) - appoint to a one-year term to the position of Second Alternate. Ms. Lehner serves as the Vilas Neighborhood Association Traffic & Parking Chair. She succeeds Lanh X. Nguyen.

PLAN COMMISSION
KEN OPIN (6th A.D.) - will serve in the position of Mayor or Designee. Mr. Opin has served on numerous city committees, most recently the Economic Development Committee and the Union Corners Ad Hoc Committee. He succeeds Nancy E. Fey who has resigned after 10+ years of service.
MELISSA BERGER (13th A.D.) - appoint to a three-year term to the position of Adult City Resident. Ms. Berger currently holds the position of First Alternate and has served since 6-19-2012. She succeeds Anna V. Andrzejewski.

TANYA HAMILTON-NISBET (16th A.D.) - appoint to a one-year term to the position of First Alternate. Ms. Hamilton-Nisbet currently holds the position of Second Alternate and has served since 9-20-2011. She succeeds Melissa Berger who will assume an Adult City Resident position.

MMSD recommendation:
*JOHN FINNEMORE, Middleton - reappoint to the non-voting position of Madison Metropolitan School District Superintendent or Designee.
TERM EXPIRES: 4-30-2014
Rationale: Mr. Finnemore serves as the Director of Building Services for the MMSD and has been selected to serve as the Superintendent's designee.
PUBLIC SAFETY REVIEW COMMITTEE
WAYNE STRONG (3rd A.D.) - appoint to a three-year term to the position of Citizen Member. Mr. Strong currently serves as the Criminal Justice Program Chair and Adjunct Faculty at Globe University. He succeeds Maurice Cheeks who assumed the Common Council Member position.

Board of Public Works recommendation:
JACLYN D. LAWTON (11th A.D.) - reappoint to a one-year term to the position of Board of Public Works Representative. First Appointed 9-21-2010.
