Funding for the contract is authorized in the 2013 Adopted Capital Budget of the Parking Utility, Project No. 1, "Parking Garage Repairs," Account No. 810421.  No additional appropriation is required.
Title
Authorizing the Mayor and City Clerk to enter into an agreement between the City of Madison and the consultant selected through the RFP process to provide consulting engineering services for maintenance of City of Madison Parking Utility parking structures and other facilities.
Body
WHEREAS, the City of Madison Parking Utility requires ongoing engineering services for maintenance of their parking structures and other facilities; and,
 
WHEREAS, a Request for Proposal was issued to solicit proposals to select a qualified contractor; and,
 
WHEREAS, proposals will be evaluated for cost, qualifications, technical approach, proven performance record and other criteria that will determine the best value; and,
WHEREAS, under MGO 4.26,  service contracts for more than three years and averaging more than $50,000 per year must be authorized by the Common Council and signed by the Mayor and Clerk; and,
 
WHEREAS, the average annual cost for providing engineering consulting services is approximately $50,000; and,
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute the resulting Agreement with the selected consultant for a period of three years; and,
 
BE IT FURTHER RESOLVED, that the initial contract may be renewed at negotiated contract prices for two (2) additional terms of one (1) year each, upon mutual written agreement of the parties; and,
 
BE IT FINALLY RESOLVED, that the Purchasing Agent is authorized to sign agreement(s) to effectuate the above-mentioned renewals, if upon consultation with the affected departments s/he determines such renewal to be in the City's best interest and the form of the renewal document is approved by the City Attorney.
