Title
Amending various sections of Chapter 34 to adopt the 2012 International Fire Code and update the Fire Code sections to correlate with the 2012 IFC.

DRAFTER'S ANALYSIS:  These changes amend the relevant fire code ordinance to adopt the 2012 International Fire Code.  These changes also adopt the relevant code sections that have changed in the new International Fire Code.

The Common Council of the City of Madison do hereby ordain as follows:
      1.      Subdivision (a) of Subsection (13) entitled "Adoption by Reference: State and National Codes" of Section 34.01 entitled "General Provisions" of the Madison General Ordinances is amended to read as follows:
"(a)      The codes in the 20092012 International Fire Code® and the Wisconsin Administrative Codes that are adopted by reference are the most current edition of the referenced code and any subsequent editions of the referenced codes."
      2.      Subdivision (b) of Subsection (13) entitled "Adoption by Reference: State and National Codes" of Section 34.01 entitled "General Provisions" of the Madison General Ordinances is amended to read as follows:
"(b)      IFC.  The International Fire Code® - 20092012, subject to the modifications specified in this chapter."
      3.      Subsection (17) of Section 34.105 entitled "Licenses and Permits" of the Madison General Ordinances is amended by amending therein the following:
"Section 105.7-.14      Required construction permits"
      4.      The introductory paragraph of Subsection (4) of Section 34.307 entitled "License Required For Open Burning" of the Madison General Ordinances is amended to read as follows:
"(4)      IFC section 307.4.3 shall be replaced with the following language: Ooutdoor fireplaces and pits are bowls or pits designed for the holding or burning of wood and shall be allowed without a license, as long as the following conditions are met:"
5.      Subdivision (b) of Subsection (4) entitled "Aerial Fire Apparatus Access Roads" of Section 34.503 entitled "Fire Apparatus Access Roads" of the Madison General Ordinances is created to read as follows:
"(b)      The length of the required aerial fire apparatus access road shall be not less than twenty-five percent (25%) of the building perimeter."
      6.      Section 34.505 entitled "Premises Identification" of the Madison General Ordinances is amended to read as follows:
"34.505      PREMISES IDENTIFICATION.
      In IFC section 505.1, the words "or alphabetical letters" are not included as part of this chapter."
      7.      The introductory paragraph of Section 34.508 entitled "Fire Command Center" of the Madison General Ordinances is amended to read as follows:
"The following requirements are in addition to the requirements found in IFC section 508.1.5, item 5:"
      8.      The introductory paragraph of Subsection (2) entitled "Alarm Notification Appliances" of Section 34.907 entitled "Fire Alarm and Detection Systems" of the Madison General Ordinances is amended to read as follows:
"(2)      Alarm Notification Appliances.  In IFC section 907.65.2.1.1 the following language is substituted for the last sentence is in addition to:"
      9.      Section 34.914 entitled "Water Supply to Fire Pumps" of the Madison General Ordinances is hereby repealed.
      10.      Section 34.2703 entitled "Hazard Identification Signs" of the Madison General Ordinances is hereby renumbered to Section 34.5003.  The City Attorney is directed to make corresponding changes to other City ordinances to reflect this Section renumbering.
      11.      Section 34.3301 entitled "Explosives and Fireworks" of the Madison General Ordinances is hereby renumbered to Section 34.5601.  The City Attorney is directed to make corresponding changes to other City ordinances to reflect this Section renumbering.
      12.      Section 34.3308 entitled "Fireworks Display" of the Madison General Ordinances is hereby renumbered to Section 34.5608.  The City Attorney is directed to make corresponding changes to other City ordinances to reflect this Section renumbering.
      13.      Section 34.3404 entitled "Storage Tanks for Flammable and Combustible Liquids" of the Madison General Ordinances is hereby renumbered to Section 34.5704.  The City Attorney is directed to make corresponding changes to other City ordinances to reflect this Section renumbering.
      14.      Section 34.4600 entitled "Construction Requirements for Existing Buildings" of the Madison General Ordinances is hereby renumbered to Section 34.1100.  The City Attorney is directed to make corresponding changes to other City ordinances to reflect this Section renumbering.
 
EDITOR'S NOTE:  Section 34.914 currently reads as follows:
334.914      WATER SUPPLY TO FIRE PUMPS.
The following exception is in addition to the exception found in IFC section 914.3.1.2:
Exception:  Two connections are not required where the highest system demand can be met via the fire department connection and a City of Madison Fire Engine."
