SUBSTITUTE - Amending the 2013 Engineering-Other Capital Budget and Transferring $54,110 from the University Avenue Underpass Capital Project to allow for enhancements to the “Aerial Photo / Orthophotos” Project.

WHEREAS, City Engineering has reviewed several 2013 aerial photography project proposals with various City departments; and
WHEREAS, the quantity and quality of product deliverables and the price were all competitive and favorable to the City; and
WHEREAS, an additional deliverable, 3-D Building Modeling, was offered by a vendor at a very reasonable price; and
WHEREAS, the Planning Division requested $100,000 in their 2013 budget for 3-D Building Modeling, yet this budget item was not approved and was removed from their 2013 budget; and
WHEREAS, the City Engineering recommended 2013 Orthophotography vendor, Pictometry, has quoted in their 2013 Orthophotography proposal inclusion of the 3-D Building Model deliverables for the downtown area at a very reasonable price of $32,000; and
WHEREAS, the Common Council approved Substitute RES-12-00564 Adopting the Downtown Plan as a Supplement to the City of Madison Comprehensive Plan; and
WHEREAS, the adopted Downtown Master Plan contained Recommendation 47 which stated that the City should commission the construction of a physical scale model of the Downtown to assist in evaluating development proposals; and
WHEREAS, the 2013 Orthophotography Project deliverables could provide that very scale model and the Planning Division supports inclusion of the 3-D Building Model component in the scope; and
WHEREAS, the City Engineering Division has collaborated with University of Wisconsin Campus Planning to determine if the UW has an interest in partnering with the City on the 3-D building modeling scope of this 2013 Aerial Photo / Orthophotos project; and
