Fiscal Note
Total funding of $1,239,600 (comprised of $639,600 in remaining Federal TIGER II grant funds, plus $600,000 in available TID 25 proceeds) for this project has been included in the 2013 Adopted Capital Budget of the Department of Planning & Community & Economic Development (DPCED), Project No. 12, "Judge Doyle Square," Account No. 810707.
 
This Resolution authorizes the expenditure of $432,500 for the Phase II Kimley-Horn and Associates South Capitol TOD District Planning Study services contract. Federal Transit Administration TIGER II funds will fund $346,000 of the total contract, with the remainder ($86,500) derived from City of Madison funds.
 
This Resolution authorizes initiation of a planning study document. City planning staff estimate that the planning process will require up 9-12 months to complete. Staff resources from the Department of Planning & Community & Economic Development, Traffic Engineering and City Engineering will be reallocated to provide support for the Consultant Team and Advisory Committee(s) without the need for additional expenditure. Any future expenditures associated with the project will require further Council approval.

SUBSTITUTE Authorizing the Mayor and the City Clerk to enter into an agreement with the consultant team of Kimley-Horn & Associates, Inc., for South Capitol Transit-Oriented Development (TOD) District Planning Study services for the City of Madison, and creating the South Capitol District Planning Committee.
Body
WHEREAS in early 2011, the City of Madison sought proposals from qualified inter-disciplinary Master Planning Consultant Teams to engage in a multi-phase transit-oriented development planning process for Judge Doyle Square and a larger 12-block area of Downtown, known as the South Capitol TOD District; and,
 
WHEREAS the City of Madison released a request for proposals (RFP) for Judge Doyle Square master planning services, 8 proposals were reviewed by the City and the consultant team of Kimley-Horn and Associates, Inc. were found to be a responsive and responsible proposer whose proposal is most advantageous to the City of Madison; and
 
WHEREAS the next phase of Judge Doyle Square planning is titled "South Capitol TOD District Planning Study" and will involve transit-oriented development planning (building upon the Downtown Plan recommendations); the planning study will also include site evaluations for an intermodal transit terminal, evaluation of supporting bicycle, pedestrian and roadway facilities in the South Capitol TOD district, such as lakeshore bicycle/pedestrian path, pedestrian crossings of John Nolen Drive (to access Law Park and Lake Monona), intersection improvements (at John Nolen/Williamson, John Nolen/Broom and John Nolen/North Shore) and potential modifications to Wilson Street; and,
 
WHEREAS the contract under which the Kimley-Horn Team will provide services to the City will commence in early 2013 and the duration of the contract is estimated to be 9 to 12 months; and,
 
WHEREAS, the total cost of the Phase 2 Master Planning services contract is $432,500. Federal Transportation Infrastructure Generating Economic Recovery (TIGER II) funds will fund 80% ($346,000) of the total cost of the contract, and the remaining 20% of the necessary funding ($86,500) will be provided by the City of Madison; and
 
NOW THEREFORE BE IT RESOLVED that the Common Council authorizes the Mayor and the City Clerk to enter into an agreement with the consultant team of Kimley-Horn & Associates, Inc., for South Capitol TOD District Planning Study services for the City of Madison, and creates the South Capitol District Planning Committee; and,
 
BE IT FURTHER RESOLVED that the ad hoc "South Capitol District Planning Committee" is created with the following members appointed by the Mayor and approved by the Common Council:
 
1. ALD. MICHAEL VERVEER, District 4 - appoint to the position of Common Council Member.
 
2. ALD. MARSHA RUMMEL, District 6 - appoint to the position of Common Council Member.
 
3. Common Council Member - to be appointed.
 
4. RICARDO A. GONZALEZ, 4330 Critchell Terr., 53711 (11th A.D.) - appoint to the position of Citizen Member. Mr. Gonzalez is the owner/manager of New Cardinal, LLC. He currently serves on the Monona Terrace Community and Convention Center Board.
 
5. MADELYN D. LEOPOLD, 2233 West Lawn Ave., 53711 (13th A.D.) - appoint to the position of Citizen Member. Ms. Leopold is an attorney formerly with Boardman, Suhr, Curry & Field, LLP. She currently serves on the Board of Park Commissioners and the Committee on Community Gardens.
 
6. MELISSA M. BERGER, 310 S. Charter St. #2, 53715 (13th A.D.) - appoint to the position of Citizen Member. Ms. Berger is a realtor with Bunbury & Associates Realtors. She previously served on the Downtown Coordinating Committee and as president of Capitol Neighborhoods, Inc. She currently serves on the Plan Commission.
 
7. AARON S.P. CRANDALL, 108 Proudfit St., 53715 (13th A.D.) - appoint to the position of Citizen Member. Mr. Crandall is a grants and contracts specialist at the University of Wisconsin-Madison. He currently serves as Chair of the Pedestrian/Bicycle/Motor Vehicle Commission and as a member of the Joint Southeast Campus Area Committee.
 
8. RONALD B. STEINHOFER, 350 S. Hamilton St. #902, 53703 (4th A.D.) - appoint to the position of Citizen Member. Mr. Steinhofer is Vice President at Mid America Bank and is a former County Board Supervisor. He currently serves on the Pedestrian/Bicycle/Motor Vehicle Commission.
 
9. ANN E. KOVICH, 2605 Golden Gate Way, 53713 (14th A.D.) - appoint to the position of Citizen Member. Ms. Kovich is a regional senior credit officer with BMO Harris Bank, NA. She formerly served on the Monona Terrace Community and Convention Center Board. She currently serves on the Transit and Parking Commission and the Judge Doyle Square Committee.
 
10. LUCAS K. DAILEY, 130 E. Gorham St. Unit M, 53703 (2nd A.D.) - appoint to the position of Citizen Member. Mr. Dailey is an architect and is also the CEO of Our Ballot Box, LLC. He currently serves on the Board of Public Works, the Sustainable Madison Committee and the Long Range Transportation Planning Committee. Douglas Poland (13th District) - Appoint to the position of Citizen Member. Mr. Poland is a Shareholder with Godfrey & Kahn, S.C. in Madison. He is on the Board of Directors for Downtown Madison, Inc. (DMI) and is chair of the DMI Transportation and Parking Committee.

BE IT FURTHER RESOLVED that throughout the planning process, the South Capitol District Planning Committee will provide oversight of the study process and City staff and the consultant team's work; the Committee will oversee the study's citizen participation process and the Committee meetings will be a focus of the citizen participation process; and the Committee will make recommendations to the Mayor and the Common Council on the consultant's report and follow up actions that may be needed. These actions may include:
- Further detailed study and planning for the recommended intermodal transit center site;
- Engineering analysis of a Wilson Street concept plan;
- Implementation of lakeshore bicycle/pedestrian path enhancements;
- Feasibility analysis of the identified bridge concepts (with potential for further evaluation as part of a future Law Park Master Plan process);
- Next steps for implementing key intersection recommendations;
- Inclusion of specific recommendations for further analysis in the Sustainable Madison Transportation Master Plan; and,
 
BE IT FURTHER RESOLVED that new Committee members will be appointed by the Mayor and approved by the Common Council to fill vacancies, and the Committee will be dissolved after it completes its report to the Mayor and Council; and
 
BE IT FURTHER RESOLVED that the work of the South Capitol District Planning Committee and Consultant Team will be supported by the Department of Planning and Community and Economic Development's Planning Division, Traffic Engineering, City Engineering, Parks Division, and other agencies, as needed, with the Planning Division serving as the lead agency; and,
 
BE IT FINALLY RESOLVED that the Mayor and the City Clerk are authorized to enter into an agreement with the consultant team of Kimley-Horn & Associates, Inc., for South Capitol TOD District Planning Study services for the City of Madison.
