Fiscal Note
Anticipated revenue from the sale of fermented malt beverages at the four courses is $160,000 and is included as concession revenue in the Golf Enterprise Operating Budget. Expenditure authorization for purchasing resalable merchandise is provided for in the 2013 Golf Enterprise Operating Budget.

Body
WHEREAS, as a part of the 2013 Adopted Operating Budget the Common Council approved the transition from contracted clubhouse operations to in-house clubhouse operations at Glenway, Monona, Odana Hills, and Yahara Hills Golf Courses; and

WHEREAS, the transition to in-house clubhouse operations includes the City and its employees being responsible for the operation of the food and beverage concessions at the clubhouses including the sale of beer and other fermented malt beverages; and

WHEREAS, the Parks Division desires to provide customers with the ability to responsibly consume beer and other fermented malt beverages at the four golf courses; and

WHEREAS, it is the City of Madison’s policy to stictly prohibit, even where statutory exceptions allow it, the consumption of alcohol by minors on City premises; and

WHEREAS, pursuant to §125.06(6), Wis. Stat. the Common Council can authorize the sale of fermented malt beverages in any public park operated by the City by adopting a resolution, ordinance, rule or regulation; and

WHEREAS, fermented malt beverages include beer, wine coolers and other beverages labeled as fermented malt beverages.

WHEREAS, the Parks Division will prepare a Responsible Alcohol Consumption and Serving Action Plan and train all employees involved in alcohol service on its implementation; and
