Approving receipt of $10,000 from the U.S. Conference of Mayors in recognition of the City of Madison's prescription drug abuse initiative; amending the budget of the Department of Public Health Madison and Dane County; and, authorizing the Board of Health for Madison and Dane County, on behalf of the Department of Public Health Madison and Dane County, to grant the money to Safe Communities, Inc.

WHEREAS, at its January 2013 meeting, the U.S. Conference of Mayors and Purdue Pharma, the contest sponsor, awarded $10,000 to the City of Madison in recognition of its comprehensive campaign to reduce the incidence of prescription drug abuse; and
 
WHEREAS, poisoning is now Dane County's number one cause of injury death, surpassing motor vehicle crashes.  Eighty-five percent of these poisoning deaths are caused by misuse or abuse of prescription, over-the-counter, or illicit drugs; and
 
WHEREAS, opiate pain medications represent a significant proportion of deaths and non-fatal poisonings, can be overprescribed, and can lead to dependence and abuse.  Research indicates that prescription opiates are a gateway to heroin use, which is steadily increasing in Dane County and nationally; and
 
WHEREAS, the City of Madison, in collaboration with Dane County and Safe Communities, Inc., has brought together 40 partners representing law enforcement, drug treatment and health care providers, the courts, emergency responders, public health leaders and policymakers to address the problem of prescription drug abuse; and
 
WHEREAS, the Department of Public Health Madison and Dane County have included $78,000 in their 2013 Budgets for Safe Communities, Inc., to coordinate this initiative; and
 
WHEREAS, additional funding is needed to conduct this campaign; and
 
NOW THEREFORE BE IT RESOLVED, that the Madison Common Council approves the City's application to the U.S. Conference of Mayors and receipt of the $10,000 award; and
 
BE IT FURTHER RESOLVED, that these funds will be allocated to the Board of Health for Madison and Dane County on behalf of the Department of Public Health Madison and Dane County and the agency's 2013 Budget amended accordingly; and
 
BE IT FURTHER RESOLVED that the Department of Public Health Madison and Dane County is authorized to grant these funds to Safe Communities, Inc., to support the costs of a public education campaign about safe use of prescription drugs; and,
 
BE IT FINALLY RESOLVED that Safe Communities Inc., will submit a written proposal to the Board of Health for Madison and Dane County describing campaign activities, goals, and costs.  When the project is complete, Safe Communities Inc., will submit a written report to the Board of Health for Madison and Dane County summarizing the activities and outcomes of the public education campaign.
