Fiscal Note
The net cost of the double-fill in 2013 is about $53,600 for salaries and fringe benefits.  The Fire Department intends to fund this internally through increased salary savings or by reducing other expenditures.  No appropriation is required.

[PREAMBLE
The Fire Department had two Chiefs that retired in 2012, one Assistant Chief retired this month and two Chiefs plans to retire in 2014.  The 2013 retirement will result in a promotion of an Assistant Chief and a new Division Chief.
 
The Department has several projects these new Chiefs will have to work on and/or be responsible for in 2013.  Time is needed  to work with current Chiefs who may be promoted and with the 2014 retiring Chief on the transition of information and process orientation as to projects and responsibilities.  The Department would like to double-fill a Assistant Chief position starting on March 31, 2013 which is in excess of the thirty (30) days authorized by Madison General Ordinance.
 
The Department intends to reduce budget expenses and/or may have a higher number of 2013 retirements resulting in larger salary savings to cover the double-fill of this position for 2013.  Any funds transfer will occur in the annual budget resolution.
 
WHEREAS, the Fire Department will have experienced approximately 50 percent of management  positions turn over between 2012- 2014.
 
NOW, THEREFORE, BE IT RESOLVED, that approval is granted to double-fill a Assistant Fire Chief position starting on March 31, 2013 and ending upon the retirement of one Chief in 2014
