This program will not have an impact on Metro Transit's budget. The $30,000 provided by an anonymous donor to the Dane County Veterans Service Office will be deposited with the Dane County Treasurer.  Metro Transit will send monthly invoices detailing the charges on a per ride basis to the Dane County Veterans Service Office so that they can see the status of the funding as it is being used and Metro can be reimbursed. Rides will be provided at a cost of $1.25 per fixed-route ride and $3.25 per paratransit ride during 2013 and the cost of a Commute Card or paratransit ride in effect in the Metro Transit Fare Tariff at the time the ride is taken thereafter.

Body
WHEREAS, veterans with disabilities in the Metro Transit service area have transportation needs; and,
WHEREAS, representatives from the Dane County Veterans Service Office, the Dane County Board, and Madison Metro met with Ald. Tim Bruer to mobilize support for a free ride for disabled veterans pilot program; and,
WHEREAS, Ald. Tim Bruer lead an effort that resulted in a $30,000 anonymous "angel" donor to fund  "Vets Ride With Pride", a free commute card pilot program for disabled veterans; and,
WHEREAS, the contribution was intended to ensure that resources existed to provide free rides to disabled veterans.  In addition, these funds are also intended to challenge a cross section of the community and other possible public matching funds to support this transit initiative; and,
WHEREAS, Metro Transit is dedicated to working with Dane County and others to help find funding to increase and continue this program if the pilot is successful,
NOW, THEREFORE, BE IT RESOLVED, that the Metro Transit General Manager is hereby authorized to enter into an agreement to provide Commute Cards to the Dane County Veterans Service Office for a Vets Ride with Pride pilot program to be funded with $30,000 from an anonymous donor that will be deposited with the Dane County Treasurer in an account designated strictly for the reimbursement of rides provided to disabled veterans.  That funding will be used to reimburse Metro for all rides by participants at the rate of $1.25 per fixed route ride and $3.25 per paratransit ride during 2013 and the Commute Card or paratransit rate in the Metro Transit Fare Tariff on the date the ride is taken thereafter.  This agreement, which must in a form approved by the City Attorney, shall be for an initial term of up to one year and may thereafter renew annually for each calendar year under the same terms if the pilot is successful and funding is available, modified only as to the applicable per ride rate, unless terminated by either party.
