Title
Authorizing the Mayor and the City Clerk to execute an Employment Agreement between the City of Madison and Peggy Anthony, Transit Advertising Sales Associate.  
Body
WHEREAS, the City Council, Board of Estimates and Transit and Parking Commission approved Metro Transit transitioning from a contracted advertising vendor program to an in-house advertising program for transit advertising in Legistar file #25574 (attached); and
 
WHEREAS, the City Council, Board of Estimates, and the Personnel Board approved amending Section 3.54(1)(i)1 of the Madison General Ordinances by creating the classification of Transit Advertising Sales Associate in Compensation Group 19, Range 07, thereof in Legistar file #26719 (attached); and
 
WHERAS, the City Council, Board of Estimates and Personnel Board approved the creation of the 1.0 FTE position of Transit Advertising Sales Associate in the Metro Transit Operating Budget in Legistar file #26612 (attached); and
 
WHEREAS, after an open and competitive hiring process, Peggy Anthony was chosen as the Transit Advertising Sales Associate; and
 
WHEREAS, an Employment Agreement was negotiated including a provision for performance-based incentive pay above the base salary of 8% commission on all payments received by the City for transit advertising space beginning on January 20, 2013; and
 
WHEREAS, the term of the contract begins January 20, 2013 and will remain in effect unless terminated under the provisions of the agreement; and
 
WHEREAS, the Agreement shall be in a form approved by the Finance Director and the City Attorney;
 
NOW, THEREFORE, BE IT RESOLVED, that Mayor and the City Clerk are authorized to enter into an Employment Agreement with Peggy Anthony for the position of Transit Advertising Sales Associate.
