Fiscal Note
Funds are available in the Contingent Reserve for this $450,000 appropriation for the Clerk's Office. The current balance of the Contingent Reserve is $1,084,251, which would be reduced to $634,251 by the adoption of this budget amendment. There is no impact upon the tax levy or State Expenditure Restraint Program eligibility limits.

PREAMBLE
The City of Madison originally budgeted for four elections in the year 2012. Two recall elections were later added, bringing the total of 2012 elections to six. Costs associated with the recall elections amounted to $510,859. A modest portion of this amount will be absorbed within the Clerk's Office Budget, leaving an estimated $450,000 to be funded by an appropriation from the Contingent Reserve.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council appropriates $450,000 from the Contingent Reserve to the Clerk's Office to support expenses related to recall elections.
BE IT FURTHER RESOLVED, that the the Clerk's Office Budget will be amended to increase funding in the following areas:
$260,000 Election Official Pay (Account 54978);
$7,000 Hourly Wages for Election Aides (Account 512000);
$13,000 Delivery Services (Account 54975);
$30,000 Postage (Account 55140);
$50,000 Reproduction Costs (Account 55130);
$90,000 Overtime (Account 51300).
