This resolution authorizes $18,000 of additional grant-funded work restoring prairie/oak savanna areas within four conservation parks and amends the Parks Division Operating Budget for the applicable revenue and expenditures.  There is no impact upon the tax levy.

Body
WHEREAS, the City has prioritized and funded a multi-year project to restore prairie/oak savanna complex areas within the 2011 and 2012 Capital Budgets and the proposed 2013 Capital Budget; and,
 
WHEREAS, the Madison Community Foundation has awarded a grant enabling the City of Madison Parks Division to hire Operation Fresh Start's Youth Conservation Crew to complete restoration projects within Cherokee Marsh, Edna Taylor, Turville Point, and Prairie Ridge conservation parks.  This work will include removing large quantities of accumulated woody debris from the woodland floor; removing invasive species, such as honeysuckle and buckthorn; thinning over-represented trees and shrubs; and, preparing areas for prescribed burns to be conducted by Conservation Parks staff.  This work will help to complete the restoration of a total of 250 acres of prairie/oak savanna complex within the four parks; and,
 
WHEREAS, the Operation Fresh Start Youth Conservation Crew is trained, equipped, and supervised to complete these tasks; and,
 
WHEREAS, Operation Fresh Start engages disadvantaged youth in employability skills training; and,
 
WHEREAS, the agreement with Madison Community Foundation will be reviewed and approved by the City Attorney and Risk Manager;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to sign, on behalf of the City, a grant agreement with the Madison Community Foundation, which includes accepting $18,000 to fund the above-described services, and also includes other terms and conditions for receiving the funds; and
 
BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the sole source purchase of services the Operation Fresh Start Youth Conservation Crew for the purposes of natural area restoration work not to exceed $18,000.
 
BE IT FINALLY RESOLVED that the 2013 Parks Division Operating Budget is amended by the following amounts:
