PREAMBLE

WHEREAS, The City of Madison and the Developer of the property located at 754 E Washington Avenue executed a Purchase and Sale Agreement dated 12/11/2011, in which the City agreed to install intersection improvements to the East Washington Avenue and Livingston Street intersection which include; an intersection median break with traffic signals allowing left turns from East Washington Avenue to Livingston Street, and

WHEREAS, The City has prepared the plans and specifications for intersection improvements to the East Washington Avenue and Livingston Street intersection; and

WHEREAS, The project includes the construction of an intersection median break, traffic signals, an intersection pedestrian refuge island and associated pedestrian crossing controls; and,

WHEREAS, The project will provide safe crossing for pedestrians and bicycles across East Washington Avenue and provide controlled left turning movements from East Washington Avenue to North and South Livingston Street. These improvements will prohibit vehicular left turns from North and South Livingston Street onto East Washington Avenue.
