Fiscal Note
The total estimated cost of the study is $443,500. The City of Madison will be invoiced for an amount up to $100,000 over the first two years (2013 and 2014) of the of the five (5) year study and reimbursed by billings to the Fund for Lake Michigan, Dane County and Yahara Wins for $80,000 of that amount. For calendar year 2013, the cost to the City of Madison is estimated to be $10,000.00 and shall be provided as “in-kind services” funded by the Operating Budget. Two separate agreements will be signed for this agreement, the first covering years 2013/2014 and a second for the remainder of the project. Project 25 in the 2013 Stormwater Utility Capital Budget covers this study over the duration of the agreement.

Authorizing the Mayor and City Clerk to enter into an agreement with the USGS to monitor storm water quality associated with a leaf collection, and to accept funding for this project from Dane County, Yahara Wins, and the Fund for Lake Michigan.

WHEREAS, the City of Madison has previously partnered with the USGS and WDNR on several successful storm water monitoring projects (street sweeping, phosphorous monitoring); and
WHEREAS the City is one many municipalities required to comply with the recently adopted Rock River TMDL; and
WHEREAS, WDNR staff believes that it is possible that we are not receiving sufficient credit for the leaf collections efforts that we currently undertake as they regard to the reduction in phosphorous that is achieved; and
WHEREAS, to document the existing levels of reduction compared to no controls and compared to maximum possible efforts a study of this nature is required as the work has not been done nationally; and
WHEREAS, an expenditure of a modest amount of funds on an study of this type offers the opportunity to garner the City credit for efforts for which we are already completing compared to very expensive new efforts to remove additional TSS and Phosphorous from the storm water runoff;...
