Fiscal Note
The estimated cost for 2012 is $11,600: $6,000 for set up and training costs and $5,600 for software license fees (two months at $2,800 per month). This has not been budgeted and an appropriation from the contingent reserve may be needed later in the year. The ongoing cost is estimated to be $48,000 annually for software license fees. Funding for this purpose is included in the Information Technology 2013 Operating Budget request.

Authorizing the Mayor and City Clerk to execute service contracts as needed for software support and maintenance services from Socrata, Inc. in support of Open Data Ordinance 3.72 enacted on August 7, 2012.
Body
WHEREAS, on August 7, 2012 the Madison Common Council enacted an open data ordinance 3.72 and
WHEREAS, to meet the requirements of that ordinance software is needed that will enable citizens to retrieve the data sets that are published; and
WHEREAS, upon a review of other major U.S. cities and U.S. Federal government agencies that are publishing "open data" we found that tools from Socrata, Inc. were most widely used; and
WHEREAS, Socrata, Inc. offers their tools on a GSA pricing schedule; and
WHEREAS, it is important to have a reputable, stable vendor that is able to provide support and Socrata, Inc. meets that criteria; and
WHEREAS, when the ordinance was enacted a fiscal note was attached for up to $48,000 for tools needed to support this; and
WHEREAS, because this vendor has been chosen as sole-source provider of these services, and the total contract price is over $25,000, approval of the Common Council is required by MGO 4.26(4)(b) and signature by the Mayor and City Clerk are required by MGO 4.26(5).
NOW, THEREFORE, be it resolved that the Mayor and City Clerk are authorized to execute service contract(s) as needed for the above described services on an annual basis.
