Body
WHEREAS, N. Sherman Avenue is a standard arterial street serving Madison's Northside and carrying between 15,000 to 16,500 vehicles per average weekday; and

WHEREAS, all neighborhoods adjacent to N. Sherman Avenue have expressed concern regarding pedestrian safety in this corridor, and there have been multiple auto/pedestrian crashes, including fatalities; and

WHEREAS, N. Sherman Avenue is a subject of frequent complaints of speeding traffic and motorists failing to yield to both pedestrians and bicyclists desiring to cross the corridor; and

WHEREAS, the Northside is underserved with bicycling facilities, and with an active railroad corridor which precludes off-road bike path construction at this time; and

WHEREAS, the City desires to improve facilities for pedestrians and bicyclists in this area and reduce some of the negative impacts of high speed arterial traffic; and

WHEREAS, N. Sherman Avenue is a centrally located transportation corridor ideal for providing access to adjoining neighborhoods and businesses; and

WHEREAS, several neighborhood plans have identified N. Sherman Avenue as a barrier to safe and convenient pedestrian and bicycle travel; and

WHEREAS, a transportation planning study is necessary to quantify neighborhood concerns, collect data and identify potential solutions including potential modifications to the existing roadway cross-section;

NOW, THEREFORE, BE IT RESOLVED that the Traffic Engineering and City Engineering Divisions are directed to assist District 12 Alder Satya Rhodes-Conway in conducting a transportation planning study of N. Sherman Avenue to include options to improve the corridor for all users, pedestrians, bicyclists and motorists.

BE IT FINALLY RESOLVED that that the Traffic Engineering and City Engineering Divisions are directed to communicate with the Village of Maple Bluff and invite them to participate in the process and to extend the scope from Roth Street to Fordem Avenue if their cooperation can be secured.
