This resolution amends the Public Health 2012 operating budget by increasing grant revenues by $74,696 and increasing expenditures by the same amount. No further appropriation is necessary. There is no impact upon the tax levy.

A resolution authorizing Public Health-Madison and Dane County to accept a grant and sign an agreement with the Transform Wisconsin Fund, administered by the Wisconsin Clearinghouse for Prevention Resources, for the prevention of tobacco use, and amending the budget accordingly.
Body
WHEREAS the Transform Wisconsin Fund has awarded a grant to Public Health-Madison and Dane County to work on smoke-free multi-unit housing; and
 
WHEREAS the Transform Wisconsin Fund seeks to build statewide and local capacity to promote healthy, tobacco-free environments that help Wisconsin residents make healthy choices and prevent chronic diseases; and
 
WHEREAS this grant was not anticipated in the 2012 Public Health operating budget so a budget amendment is required to authorize the receipt and expenditure of these funds; and
 
WHEREAS the City of Madison is the fiscal agent for Public Health-Madison and Dane County and under the terms of the Intergovernmental Agreement creating that department, must seek authorization from the Common Council  prior to receiving any new grant funding over the amount of $50,000; and
 
WHEREAS, Public Health-Madison and Dane County will use this funding to advocate for smoke-free multi-unit buildings and work with property owners to promote their smoke-free buildings.
 
NOW, THEREFORE, BE IT RESOLVED that Public Health-Madison and Dane County is authorized to accept a grant for $60,000 in start-up funds and $14,696 for October 1, 2012 to December 31, 2012 from Transform Wisconsin for smoke-free housing initiatives.
BE IT FURTHER RESOLVED that the 2012 Public Health operating budget is amended accordingly.
