Authorizing the Mayor, Chief of Police and the City Clerk to accept a grant from the State of Wisconsin Department of Justice, Training and Standards Bureau, for the purpose of conducting leadership training for members of the Madison Police Department and to sign a contract with the International Association of Chiefs of Police (IACP) to train Leadership in Police Organizations (LPO) to members of the Madison Police Department.
Body
WHEREAS, State of Wisconsin Department of Justice, Training and Standards Bureau, has made available seed funding to help Wisconsin law enforcement agencies receive formalized police leadership training; and
 
WHEREAS, the International Association of Chiefs of Police (IACP) has developed a three-week training program that is nationally recognized for its excellence and has agreed to send experienced instructors to Madison for the purposes of conducting such training; and
 
WHEREAS, the course material will provide strategies that will challenge participants to re-examine their organizational roles and inspire them to develop and improve their leadership skills to achieve their leadership potential; and
 
WHEREAS, the Chief of Police believes that this training would help to reinforce the existing and future mission, goals and values of the Madison Police Department and desires to have members of the Madison Police Department attend this training; and
 
WHEREAS, the Madison Police Department has already sent thirty-three (33) employees to this training program between 2009-2011, who are from a variety of positions within the department, and has identified that this training would fulfill existing leadership training needs within the Madison Police Department; and
 
WHEREAS, State of Wisconsin Department of Justice, Training and Standards Bureau,  has awarded grant funds in the amount of $43,476 to the Madison Police Department to sponsor such training; and
 
WHEREAS, this grant funding will be used for costs associated with this training and reimburse the International Association of Chiefs of Police (IACP) for instructor wages and expenses; and
 
WHEREAS, the contract between the City and IACP must be executed prior to June 15, 2012 in order to accommodate the established dates of LPO training, including the training orientation session; and
 
WHEREAS, per Madison General Ordinances, Sec. 4.26 (4) (a) 2 & 7, the City may enter into negotiated contracts without a competitive bidding process for the purchase of services if a particular consultant is uniquely qualified to provide the service and has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant.
 
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Madison Police Department, is authorized to accept the aforementioned grant funds from the State of Wisconsin Department of Justice, Training and Standards Bureau, in the amount of $43,476.
 
BE IT FURTHER RESOLVED that the Madison Police Department is authorized to expend the grant funds in accordance with the grant application from the State of Wisconsin Department of Justice, Training and Standards Bureau.
 
BE IT FURTHER RESOLVED that the Mayor, Chief of Police and City Clerk are hereby authorized to sign a contract with the International Association of  Chiefs of Police (IACP) on a sole source basis, in a form approved by the City Attorney, to provide LPO training to members of the Madison Police Department.
 
BE IT FURTHER RESOLVED that the contract beginning in June of 2012 with the IACP will not exceed $43,476.
 
BE IT FINALLY RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
