Title: Authorizing the City Engineer to apply to Madison Gas and Electric Company’s Customer Owned Parallel Generation Program, authorizing the Mayor and Clerk to sign a Distributed Generation Interconnection Agreement with MG&E, and authorizing indemnification of MG&E, for Photovoltaic Generation sites at Engineering Service Building at 1600 Emil St., Central Library at 201 W Mifflin St., and future City-owned installation sites.

Fiscal Note
Under this program, MG&E will credit or buy back the photovoltaic (PV)-generated power at the current customer rate. This rate will increase in future years, increasing revenue to the City.  In 2012 revenue of $3,120 annually is estimated (Engineering Service Building only) and in 2013 revenue of $ 6,427 annually (inc. Central Library and engineering Service Building).  These credits will reduce the net cost of electricity at each of the locations.

Body
Whereas, Madison Gas and Electric Company ("MGE") offers a Customer-owned Parallel Generation program under which a customer who generates electricity at their own renewable energy site receives a credit on their energy bill  to offset the electricity consumed at the site; and  
 
Whereas, the City is a customer of MGE and will install  multiple solar photovoltaic generation (PVG) renewable energy  installations and wishes to participate in the Customer-Owned Parallel Generation program; and
 
Whereas, the City has installed Photovoltaic systems in the past under a different MGE program, which has been discontinued and was replaced with this program applicable to new sites; and
 
Whereas, MGE requires the city to file a new application form PSC 6027 for each new installation site; and
 
Whereas,  the City plans to install Photovoltaic Generation sites at the Engineering Service Building at 1600 Emil Street, the Central Library at 201 W Mifflin St., and plans for future City-owned installation sites; and
 
Whereas, the City is already under contract to remodel the Central Library, which will include a Photovoltaic Generation site; and
 
Whereas, if these or any other sites are accepted to the Customer Owned Parallel Generation Program, MGE is mandated by the Public Service Commission (PSC) to require applicants to sign an agreement called the "Distributed Generation Interconnection Agreement" (PSC 6029), which commits the applicant to comply with certain standards, complete the installation of the PV equipment and connect to MGE's power grid within 12 months of signature, and requires mutual indemnification between the applicant and MGE; and
 
Whereas, APM 1-1 requires Common Council approval before the City indemnifies another party in a contract;
 
NOW, THEREFORE, BE IT RESOLVED that the City Engineer is authorized to apply to the Customer-Owned Parallel Generation Program and sign application form PSC 6027 for these and future city-owned PVG sites; and
 
BE IT FURTHER RESOLVED that the Common Council authorizes the indemnification of Madison Gas and Electric Company as required in the "Distributed Generation Interconnection Agreement" (PSC 6029) in order to comply with PSC 119 for these and future city-owned PVG sites; and
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to sign the "Distributed Generation Interconnection Agreement" (PSC 6029) with Madison Gas and Electric Company for these and future sites.
