ALTERNATE  Repealing Section 33.14 and amending and renumbering Section 33.16(8) to Section 33.14 of the Madison General Ordinances to eliminate the Senior Center Board and transfer its functions to the Committee on Aging, formerly known as the Senior Citizens Advisory Committee.

DRAFTER'S ANALYSIS:  This draft eliminates the Senior Center Board, transfers its functions to the Committee on Aging, formerly known as the Senior Citizens Advisory Committee, and expands the powers and duties of the Committee.

The Common Council of the City of Madison do hereby ordain as follows:
      1.      Section 33.14 entitled "Senior Center Board" of the Madison General Ordinances is hereby repealed.
      2.      Subsection (8) entitled "Senior Citizens Advisory Committee" of Section 33.16 entitled "Community Services Committee" of the Madison General Ordinances is hereby repealed, recreated and renumbered to Section 33.14 and reads as follows:
"33.14      COMMITTEE ON AGING.
(1)      Organization.  There is hereby created a Committee on Aging to serve as an advisory body to the Community Services Committee and the Community Development Division, as well as other City Departments, the Mayor and the Common Council.
(2)      Membership and Meetings.  The Committee on Aging shall be composed of eleven (11) individuals and two (2) members of the Common Council, to be appointed by the Mayor, subject to the approval of the Common Council.  A majority of the members shall be over 55 years of age, and other members shall have expertise, experience, or education in aging social services or programs. One member of the Committee shall be a board member of the Madison Senior Center Foundation, Inc.  All members will serve without compensation.  Members shall be appointed for terms of three (3) years, except that the term of the aldermanic member shall expire upon the expiration of his or her term as alder.  The Committee shall meet no fewer than nine (9) times per year.
(3)      Officers.  The Committee shall elect from among its members a chairperson and vice chairperson.  The Senior Center Director and the Community Development Division shall provide staff assistance to the Committee on Aging.
(4)      Charge.  The Committee on Aging shall have the following powers and duties:
(a)       Recommend Older Adult Service Goals and Objectives to the Community Services Committee.
(b)       Recommend budget allocations for older adult services purchased by the City of Madison to the Community Services Committee.
(c)       Address barriers to service or participation in older adult services including but not limited to language access issues, socioeconomic, racial, cultural or gender issues and sexual orientation.
(d)       Gather information, through public hearings and other methods, on the concerns, problems and needs of older adults and communicate its findings to the Community Services Committee, Mayor, and Common Council.
(e)       Review and recommend policy and its impacts to the Community Services Committee, the Community Development Division, the Mayor and the Common Council in the area of older adult concerns and programs.
(f)       Review proposed legislation or policies to determine the impact on older adult services and the service population.
(g)      Recommend legislation or policy or revisions as may be necessary related to the health, welfare, and security and safety of older adults.
(h)      With the support of the Mayor and Common Council, advocate for older adults and the policies, funding, and legislation which best serve their interests and needs.        
(i)       Coordinate funding and programs with the Area Agency on Aging, the Aging and Disability Resource Center, and other agencies serving older adults.  
(j)       Investigate new and innovative methods for the delivery of older adult services.
(k)       Seek ways to involve citizens in planning for the provision of services to older adults.
(l)       Advise the Director of the Senior Center on programs, services and policies for the effective functioning of the facility.
(m)      Promote the Senior Center and its programs and services to older adults and their families and caregivers.
(n)      Oversee and recommend the budget for the Senior Center to the Community Development Division.
(o)      Receive regular reports and information from the staff and participant advisory council of the Senior Center."
EDITOR'S NOTES:
Section 33.14 currently reads as follows:
"33.14      SENIOR CENTER BOARD.
(1)      The Senior Center Board shall serve as an advisory body to the Department of Planning and Community and Economic Development and to the Mayor and Common Council.
(2)      The Senior Center Board shall be composed of twelve members, eleven of whom shall be appointed by the Mayor and confirmed by the Common Council.  Terms of the appointments shall be for three years with the exception that the term of any Alderperson shall be two years but only so long as such Alderperson holds said office and with the additional exception that the term of the member of the Senior Citizens Advisory Committee shall terminate upon that person's termination from the Senior Citizens Advisory Committee. Initial appointments shall be four members for three years, four members for two years, and three members for one year.  Members shall be citizens of the City of Madison and shall be knowledgeable and experienced in the provision of senior services.  One member shall be an Alderperson and one shall be a member of the Senior Citizens Advisory Committee.  The Senior Services Coordinator shall also serve as an ex officio, non-voting member of the Board.
(3)      The Senior Center Board shall be responsible for raising funds; developing programs, policies and services for the Center; encouraging the provision of senior services at the Center; maintaining liaison with the Senior Citizens Advisory Committee; and other related work which is consistent with or enhances these functions."
Section 33.16(8) currently reads as follows:
"(8)      Senior Citizens Advisory Committee.
(a)      There is hereby created a Senior Citizens Advisory Committee as a committee of the Commission to serve as an advisory body to the Commission and the Community Services Supervisor, as well as other City Departments, the Mayor, and the Common Council.
(b)      The Senior Citizens Advisory Committee shall be composed of eleven (11) senior citizens to serve without compensation, and one (1) member of the Common Council, to be appointed by the Mayor, subject to the approval of the Common Council.  Terms for all members shall be for a period of three (3) years, commencing on the first day of October, except that one member of the Common Council shall be appointed for a two (2)-year term commencing on the third Tuesday in April.
(c)      The Committee shall elect one of its members to serve as Chairperson.  The Committee shall adopt rules of procedure, and where such rules do not apply, shall follow Robert's Rules of Order.  The Committee shall have the authority to establish subcommittees, ad hoc committees, or special purpose task forces to assist in performance of its mission. The Community Services Supervisor or his/her designee shall provide staff assistance to the Senior Citizens Advisory Committee.
(d)      The Senior Citizens Advisory Committee shall have the following powers and duties:
1.      To review agency proposals for provision of senior services and recommend a budget to the Commission.
2.      To evaluate provisions for agency compliance with the purchase of service contracts relating to senior services, and to report the Committee's findings to the Commission.
3.      To coordinate funding and programs with the Dane County Commission on Aging.
4.      To review proposed legislation to determine its impact on the senior citizen population, and to recommend revisions to proposed legislation as may be related to the health, welfare, security, and safety of senior citizens.
5.      To conduct hearings at which citizens may discuss concerns, problems, and needs of senior citizens.
      6.      To recommend to the Mayor and Common Council adoption of such legislation and/or policies as may be necessary to the enhancement of the health, welfare, security, and safety of senior citizens."
