The Resolution provides for the appropriation of $20,000 from the City's Contingent Reserve to the Metro Transit budget to fund approximately 300 hours of Madison Police Department presence at the West Transfer Point in an expansion of the Transfer Point Safety Initiative.  Following adoption of this resolution and another pending Resolution appropriating $41,700 for a Traffic Engineering project, the available Contingent Reserve balance is expected to total $1,117,088. There is no net impact on the tax levy.  The operating budgets of Metro Transit and MPD will be amended as follows:

Preamble
 
When the Transfer Point Safety Initiative began several years ago, a funding amount of $100,000 was looked at to improve safety and security at Metro Transit's transfer points.  In the end, $50,000 was allotted and efforts were focused primarily on the South Transfer Point, which had significantly higher incidents and calls for service to the Madison Police Department compared to the other transfer points.
 
Since that time, the effort of having Madison Police officers present at the South Transfer Point, primarily Monday through Friday during after school hours in the warmer weather, has helped incidents drop dramatically.  However, incidents at other transfer points, notably the West Transfer Point, have increased.  In 2011, incidents at the West Transfer Point just slightly surpassed those at the South Transfer Point.  $20,000 would allow approximately 300 hours of officer time to be assigned to the West Transfer Point while continuing efforts at the South Transfer Point.  
 
WHEREAS, Metro Transit and the Madison Police Department have had a successful relationship that has helped to increase the safety and security at the South Transfer Point; and
 
WHEREAS, Metro Transit would like to expand this program to focus more police presence at the West Transfer Point;
 
NOW,  THEREFORE, BE IT RESOLVED to hereby amend the 2012 Operating Budgets of Metro Transit and the Madison Police Department to fund this pilot program of increasing the Madison Police Department presence to approximately 300 hours at the West Transfer Point; and
 
BE IT FURTHER RESOLVED that the additional funding of $20,000 be appropriated from the Contingent Reserve to fund this pilot program.
