Authorizing the Mayor, City Clerk and Chief of Police to accept a Project Safe Neighborhoods award from the State of Wisconsin, Office of Justice Assistance in the amount of $41,659 and to utilize these funds toward focused deterrence efforts of the Madison Police Department Special Investigations Unit.
 
Body
WHEREAS, the U.S. Department of Justice has developed a nationwide Project Safe Neighborhoods (PSN) initiative to reduce violent crime, gun violence and gang activity, by linking together federal, state, and local law enforcement, prosecutors, and community leaders, to provide a multifaceted approach to deterring and punishing these illegal activities; and,
 
WHEREAS, this ongoing effort will allow local law enforcement to combat violent crime by building on the effective strategies and partnerships developed under PSN; and,
 
WHEREAS, the Madison Police Department Special Investigations Unit (SIU) focuses on the worst repeat violent offenders in our community in a collaborative effort with local, state, and federal law enforcement and prosecutors, along with numerous community members and resource providers; and,
 
WHEREAS, the SIU uses a focused deterrence approach of identification, investigation/prosecution, notification, resource delivery to aid ex-offenders' efforts to be more productive, response to violent acts and evaluation; and,
 
WHEREAS, the SIU goals are reduced recidivism, reduced domestic violence, a safer community, and local economic savings; and
 
WHEREAS, these 2011 PSN funds will be used by the Department for focused deterrence efforts of the SIU.
 
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Madison Police Department, is authorized to accept a Project Safe Neighborhoods grant award from the State of Wisconsin, Office of Justice Assistance in the amount of $41,659 (SG50-73212-712330).
 
BE IT FURTHER RESOLVED that the Mayor and Common Council authorizes the expenditure of grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Assistance, as follows:
 
1) Overtime for the Special Investigations Unit focused deterrence efforts ($13,589 SG 50-51300-712330; $1,545 SG50-52700-712330); and
 
2) Nonprofit mental health, mentoring and other services to support targeted offenders ($15,125 SG50-54920-712330); and
 
3) Special Investigations Unit training ($4,000 SG50-54640-712330); and
 
4) Supplies and services to support SIU focused deterrence efforts and notification call-ins, to include video services by Madison City Channel, audiovisual equipment and confidential informant funds ($7,400 SG50-54901/55510-712330).
 
BE IT FINALLY RESOLVED that the Finance Department and the Madison Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
