A slight increase in General Fund revenues is anticipated as a result of increased enforcement efforts by Parks Division staff. No appropriation is required.

DRAFTER'S ANALYSIS: The Parks Division has begun the process of reorganizing their enforcement efforts and the Park Ranger program. As part of this process (wherein the Rangers will be more accountable to management then they have been in the past), the Division is seeking to increase the enforcement powers of the Rangers, along with the City Forester. This would eliminate the need to have the police write citations for many offenses or the City Attorney to issue long form complaints, and give the Rangers more direct and immediate control over park management and the City Forester better control over management of the City forest. The amendments to Sec. 1.08(4), MGO, expands the list of ordinances enforceable by the Parks Division to include most ordinances that regulate the use of the parks or management of the City forest, most of which should have already been included within the Division’s authority. The amendments to the bond schedule in Sec. 1.08(3)(a), MGO, clean up some of the parks related bond schedules and add in schedules for violations that do not yet have a bond schedule but will be enforceable by the Parks Division under this ordinance.
