Costs in 2012 associated with this double-fill can be estimated to be $36,300 (or $49,500 including benefits) and will be accommodated by the management of Madison Water Utility salary savings. No additional appropriation is required.

Body
WHEREAS, the Madison Water Utility is transitioning to Advanced Metering Infrastructure (AMI) which would eliminate the need for meter readers once it is fully implemented in 2013; and
WHEREAS, Water Meter Readers are essential for Water Utility billing operations during the transition to AMI; and
WHEREAS, the incumbent Water Meter Readers are unable to perform their job duties due to injuries; and
WHEREAS, MGO 3.35(6) (h) states: "The Human Resources Director, with the approval of the Mayor, and of the Common Council if the action requires the expenditure of more than $2,000 and/or is for longer than 30 days, is authorized to double-fill any position for a period not to exceed forty-five (45) calendar days unless such period is extended by action of the Common Council."; and
WHEREAS, the double-fill of the Water Meter Reader position requires the expenditure of more than $2,000; and
WHEREAS, the double-fill is for a limited term that will exceed forty-five (45) calendar days for an anticipated period of 15 months;
NOW, THEREFORE BE IT RESOLVED, that the double-filling of the Water Meter Reader position is approved.
