Body
WHEREAS, the State of Wisconsin issued a Request for Proposal for Domestic and International Long Distance service and CentraNet (Centrex) Services, which includes analog and digital access services for local calling, digital central office switching, and ISDN services. The State has awarded the contract to Qwest Communications Company, LLC d/b/a CenturyLink QCC, including its subsidiaries ("CenturyLink"), and has chosen a five-year contract period. As a part of the negotiations, the State required CenturyLink to offer the same services to other local governments, libraries and schools and

WHEREAS, the City has contract(s) with AT & T for long-distance services, Centrex local calling services and leased circuit (T1 & PRI) services. The contract for the long-distance services with AT&T has expired. The contract for Centrex local calling services expires in November of this year and leased circuit services will expire in September; and

WHEREAS, the City has reviewed the state contract and found that rates for standard Centrex lines will be reduced by approximately 7%. The existing AT&T long-distance are no longer available, however CenturyLink’s long-distance rates are approximately 75% lower that AT&T proposed new rates. Leased circuit services will also be reduced by approximately 10%. Additionally CenturyLink will provide for a customized billing system, greatly improved Internet access to billing information, and Madison-based customer billing service; and

WHEREAS, under MGO 4.26(3)(b) the Finance Director can approve a competitive bidding process that has been conducted by the State and the Finance Director has so approved this process; and
