Fiscal Note
The Police Department's 2012 expenditure budget is increased by $21,750 for a contract with LeadsOnline and by $26,700 for a new position to begin mid-year.  These costs are fully offset by a contribution from PawnAmerica of $21,750 and an increase in General Fund Revenues of $26,700.  No additional appropriation is required in 2012.  The ongoing costs will need to be funded in future years which could result in the need for additional funding, depending on the revenue received from contributions, licenses and forfeitures.

SUBSTITUTE - Authorizing the Madison Police Department to contract with LeadsOnline to provide access to an electronic database of sales and purchases from secondhand dealers, and amending the 2012 Operating Budget for the associated revenues and expenditures and the addition of one new position.
Body
WHEREAS, on December 13, 2011 the City Council adopted an ordinance change (File ID#23785; ORD-11-00171) to require secondhand dealers to compile and submit to the Police Department electronic records of transactions; and,
 
WHEREAS, this proposal also included a plan for the Madison Police Department (MPD) to contract with a service provider to provide access to an electronic database of these sales and purchases; and,
 
WHEREAS, LeadsOnline provides this database service nationwide to assist law enforcement in identifying stolen property at secondhand dealers and pawn shops; and,
 
WHEREAS, the annual cost to access the LeadsOnline database is $21,750 and,
 
WHEREAS, PawnAmerica has agreed to provide the MPD with $21,750 to offset the cost of entering into a contract with LeadsOnline to access this database; and,
 
WHEREAS, the proposal also included increased license fees to partially offset added costs to administer the new pawn process; and,
 
WHEREAS, these added license and forfeiture revenues are estimated at $26,700 annually; and,
 
WHEREAS, the proposal also included information in regards to the need for an additional police position in order to administer the new database and provide investigative support for Detectives working property cases; and,
 
WHEREAS, it is estimated that the cost of salary and benefits to hire this position mid-year 2012 is $26,700, contingent upon a position classification from the Human Resources Department and adoption by the Common Council.
 
NOW THEREFORE BE IT RESOLVED, that the 2012 General Fund Revenues Operating Budget be amended to increase Miscellaneous Licenses revenues by $26,700 to account for the increased license and forfeiture fees (GN01-74400); and,
 
BE IT FURTHER RESOLVED that the MPD is authorized to accept $21,750 from PawnAmerica in support of this program, and the 2012 Police Department Operating Budget be amended to increase Other Revenues (GN01-78890-712) by $21,750; and,
 
BE IT FURTHER RESOLVED that the MPD City of Madison is authorized to enter into a contract with LeadsOnline in the amount of $21,750 to access the electronic database of transactions, that the contract may be signed by City Purchasing, and the 2012 Police Department Operating Budget be amended to allow $21,750 in expenditures for this contract (GN01-54940-712); and,
 
BE IT FURTHER RESOLVED that the 2012 Police Department Operating Budget be amended to authorize one new position (classification to be determined through the Human Resources process); and,
 
BE IT FINALLY RESOLVED that the 2012 Police Department Operating Budget be amended to add $19,590 in salary for this position to start mid-year 2012 and $7,110 in corresponding benefits (GN01-51110-712 $19,590 and GN01-52000-712 $7,110).
