Title

A Plan Commission resolution recommending adoption of an amendment to the Generalized Future Land Use Plan map in the City of Madison Comprehensive Plan.

Body

WHEREAS the City of Madison Common Council adopted a Comprehensive Plan as defined in Sec. 66.1001(2), Wis. Stats., on January 17, 2006; and

WHEREAS in order to maintain the Comprehensive Plan Generalized Future Land Use Plan map as a current expression of community land use objectives, the Plan Commission approved a process and schedule for reviewing and considering limited amendments to the Comprehensive Plan; and

WHEREAS as part of the 2010-2011 Comprehensive Plan review, the Plan Commission on May 16, 2011 accepted for formal evaluation and consideration a preliminary list of potential amendments to the Generalized Future Land Use Plan map that were requested by prospective developers or others in order to accommodate a specific proposed development project or future land use; and

WHEREAS the potential amendments accepted for evaluation and consideration included a request to change the land use recommendations for a portion of the Vetter property in the northeastern portion of the Mid-Town Neighborhood from Low-Density Residential, Medium-Density Residential, and Park and Open Space uses to Employment and Park and Open Space uses to allow its future development as part of University Research Park 2; and

WHEREAS the requested Comprehensive Plan amendment was prepared by Planning Division staff for evaluation and consideration; and

WHEREAS a corresponding amendment to the Mid-Town Neighborhood Development Plan was also prepared which made similar changes to the recommended land uses on the Vetter property and included additional more-detailed recommendations regarding future transportation facilities, stormwater management and urban design; and this amendment was adopted by the Common Council on November 29, 2011, incorporating revisions recommended by the Plan Commission based on input by City staff, neighborhood residents and the reviewing City committees; and

WHEREAS the amendment to the Generalized Future Land Use Plan map in the City of Madison Comprehensive Plan reflects and is consistent with the amendment to the Mid-Town Neighborhood Development Plan adopted on November 29, 2011; and

WHEREAS an ordinance to adopt the amendment to the City of Madison Comprehensive Plan has been introduced to the Common Council and referred to the Plan Commission; and

WHEREAS a public hearing on the amendment to the City of Madison Comprehensive Plan has been scheduled for the February 7, 2012 meeting of the Common Council, in compliance with Sec. 66.1001(4)(d), Wis. Stats.; and

WHEREAS the Plan Commission believes that the amendment to the Comprehensive Plan reflects the long-term goals for growth and development of the City.

NOW THEREFORE BE IT RESOLVED that the Madison Plan Commission recommends that the amendment to the Generalized Future Land Use Plan map in the City of Madison Comprehensive Plan attached hereto be adopted.
