Title
Authorizing the Mayor and the City Clerk to execute a Professional Services Agreement with Strand Associates, Inc. for the preparation of engineering drawings and specifications, public participation, permitting, bidding, and construction administration for the Utility’s proposed VOC Air Stripper at Unit Well 15 (17th AD).
Body
WHEREAS, the level of VOC in the water delivered by Well 15 has been increasing over the past several years and is approaching the regulatory limit; and
WHEREAS, Madison Water Utility evaluated the Well 15 water quality and conducted a comprehensive public participation process that included the formation of a Citizen’s Advisory Panel (CAP) as a part of the East Side Water Supply Project; and
WHEREAS, as a result of this evaluation, construction of a treatment system to mitigate the VOC at Well 15 was recommended; and
WHEREAS, the Water Utility Board held a public hearing on the East Side Water Supply Project and approved the recommendation to construct a VOC treatment system; and
WHEREAS, Madison Water Utility has budgeted funds in the 2012 Capital Budget to design and construct a VOC air stripper at Well 15; and
WHEREAS, Madison Water Utility has received and evaluated engineering design consultant proposals for the work, and negotiated a Professional Services Agreement with Strand Associates, Inc.;
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to execute a Professional Services Agreement not to exceed $294,000 with Strand Associates, Inc. for facility design, permitting, preparation of drawings and specifications, public participation, bidding services, and construction administration services for a VOC Air Str...
