Changing the location of existing Willow Drive from Goodnight Hall to Observatory Drive which has been constructed by the University of Wisconsin, and removing the segment of Willow Drive from Goodnight Hall to Elm Drive that was obliterated by the University of Wisconsin.
Body
WHEREAS, the Common Council, by Resolution No. 12,459, adopted on March 9, 1967, approving the master list of existing street names and designations for the City of Madison; and
 
WHEREAS, per Sec. 10.34, Madison General Ordinances, the City Engineer is responsible for maintaining this street address numbers and street names and related records, including the City of Madison Official Map and databases; and
 
WHEREAS, the purpose for uniform street addresses is to enable emergency vehicles to respond quickly to calls, expedite postal and other delivery services, eliminate confusion, and to locate business
places and residences without difficulty or delay; and
 
WHEREAS, Secs. 10.34, Madison General Ordinances, require the City Engineer to maintain certain street numbering maps; and
 
WHEREAS, the City of Madison approved a conditional use application by the University of Wisconsin for the construction of a new Lakeshore Residence Hall and Food Service Facility located at 640 Elm Drive; and
 
WHEREAS, in conjunction with the construction and redevelopment by the University of Wisconsin as part of the Lakeshore Residence Hall and Food Service Facility project, the University of Wisconsin has completed a street relocation project reconfiguring a portion of Willow Drive west of Elm Drive to meet their development needs; and
 
WHEREAS, prior to the relocation project completed by the University of Wisconsin, Willow Drive used to connect with Elm Drive north of Observatory Drive; and
 
WHEREAS, upon completion of the Willow Drive relocation project by the UW in June 2011, Willow Drive has been relocated to the west and now intersects with Observatory Drive west of Elm Drive; and
 
WHEREAS, Elm Drive north of Observatory Drive is now a dead end UW street designed with an offset cul-de-sac that includes a loading zone area and parking; and
 
WHEREAS, although Elm Drive, Observatory Drive and Willow Drive are all University of Wisconsin owned and maintained streets, the City of Madison Engineering Division and University of Wisconsin coordinate the resultant street names and numbers from campus projects into City records to allow for the most efficient emergency response times as possible; and
 
WHEREAS, UW Senior Transportation Planner Rob Kennedy supports these changes and has requested the Common Council to formally approve the name change and incorporate the changes into the emergency mapping system and other City resources.
 
NOW THEREFORE BE IT RESOLVED, by approving this resolution, the City of Madison Common Council hereby approves the street name change for relocated Willow Drive from existing Willow Drive south of Goodnight Hall south to Observatory Drive east of the Natatorium; and
 
NOW THEREFORE BE IT FURTHER RESOLVED, the University of Wisconsin Transportation Planning Office prepared exhibits depicting the proposed Willow Drive relocation and street name change, which are attached hereto and made part of this resolution; and
 
NOW THEREFORE BE IT FURTHER RESOLVED, upon approval and adoption, all public street signage changes required as a result of this resolution shall be completed by the University of Wisconsin; and
 
NOW THEREFORE BE IT FINALLY RESOLVED, upon adoption of this street name change resolution, the city of Madison Engineering Division will provide notification to the University of Wisconsin as well as the appropriate U.S. Postal Offices, Dane County 911 Office, and various affected City of Madison Department Managers. All city of Madison databases and records will be updated to reflect the new street configuration and name.
