Bicycle Safety Enforcement ($4,000), and Comprehensive Alcohol Risk Reduction (CARD) ($80,702).
 
Body
WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and,
 
WHEREAS, this year WI DOT-BOTS has offered a total of $213,702.40 for various traffic safety and underage drinking enforcement initiatives; and,
 
WHEREAS, these initiatives include efforts to reduce the number of impaired motorists,
incidents of excessive vehicle speed, and the incidence of unrestrained operators/passengers on City of Madison roadways so as to contribute to decreasing the number of deaths and/or injuries due to crashes; and,
 
WHEREAS, these initiatives also enable safer conditions for pedestrians and bicyclists by deploying officers for enhanced enforcement of pedestrian and bicycle laws; and,
 
WHEREAS, a maximum of $1,950 will be spent from the Alcohol Enforcement Grant towards the purchase of additional portable breath/alcohol testing equipment; and,
 
WHEREAS, the Comprehensive Alcohol Risk Reduction (CARD) project focuses on the easy access to alcohol and the perception of little risk of being caught procuring or consuming alcohol that contributes to a high level of underage consumption; and,
 
WHEREAS, the grant funds enable the Police Department's Traffic and Specialized Services
Section to coordinate additional traffic enforcement activities and purchase equipment that would otherwise not be provided; and,
 
WHEREAS, the grant funds will allow the Police Department's five Districts to further its education and enforcement of underage alcohol consumption-related issues through outreach to youth and the community with the Dane County Sheriff Department and the Dane County Coalition to Reduce Alcohol Abuse, and compliance checks at retail establishments.
 
NOW THEREFORE BE IT RESOLVED that the Mayor and Chief of Police are authorized to accept these public safety grants totaling $213,702.40 from the Wisconsin Department of Transportation, Bureau of Transportation Safety.
 
BE IT FURTHER RESOLVED that these funds be used for additional overtime patrols and purchase of portable breath/alcohol testing equipment.
 
BE IT FURTHER RESOLVED that any expenditures for the CARD project are contingent on a workplan being developed by the Police Department and approved by the Board of Estimates and Public Safety Review Committee.
BE IT FINALLY RESOLVED that the Finance Director and the Police Department are authorized to
establish and/or maintain accounts as required for the administration of the grant funds.
