PREAMBLE
 
The State of Wisconsin Department of Transportation is proposing to replace the Milwaukee Street Bridge and Approaches over the East Branch of the Strarkweather Creek.  The cost of the design will be funded 80% with federal/state funds and 20% local funds. The Construction of the roadway approach east of the bridge and storm sewer adjustments are funded with 20% local funds, 80% federal/state funds and the bridge replacement is funded with 20% local funds, 80% federal/state funds. Any utility work including the manhole and valve adjustments and the west approach work including the work in the intersection of Fair Oaks Avenue will be funded 100% by the City of Madison.  
 
The existing structure was built in 1952.  The Bridge is structurally deficient, the deck is in need of replacement, the width is substandard and the length of the bridge will not accommodate the future plans to widen Milwaukee Street. The proposed project will replace the existing bridge and approaches.  The new structure will be a minimum of 70 feet wide with four 11-foot travel lanes, two 4-foot bike lanes and two 8-foot sidewalks.  The new approaches will be 54 feet wide from face-of-curb to face-of-curb, which will accommodate four 11-foot lanes and two 4-foot bike lanes.
 
The anticipated construction date is 2014.
 
The agreement with the State of Wisconsin Department of Transportation for design cost sharing defines the terms under which the City is awarded Federal funds and the agreement requires that the City indemnify the State of Wisconsin Department of Transportation.  City APM 1-1 requires Common Council approval whenever the City indemnifies another party.
 
 
NOW THEREFORE BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute agreements with the State of Wisconsin Department of Transportation for the design of the Milwaukee Street Bridge and Approaches over the East Branch of the Starkweather Creek.
 
BE IT FURTHER RESOLVED, that the Common Council approves indemnification of the State of Wisconsin Department of Transportation as set forth in the agreement in order to use federal funds for the Milwaukee Street bridge.

Funds will be required in future Capital Budgets.  Construction is planned in 2014 and a City share of approximately $132,000 is included in the 2012 Executive Capital Budget and 2013 CIP, no expenses are expected prior to 2012.
