Amending Section 15.02 of the Madison General Ordinances to incorporate changes to the ward descriptions necessitated by the State's redistricting.

DRAFTER'S ANALYSIS: This ordinance incorporates a series of technical ward changes necessitated by the State's new redistricting of State Assembly and Senate districts.
Under prior law, Wisconsin used a "bottom up" redistricting process, where local governments drew ward boundaries and the State used them to draw Assembly and Senate districts. This year, the State suddenly changed the rules. Local governments must adjust wards to fit the State-drawn districts. The State also changed the law to require that annexations after April, 2010, had to be added by local governments after the State's redistricting was effective. This ordinance accomplishes those necessary changes. Most of these changes were previously before the Council in August, 2011, and were placed on file without prejudice rather than referred to the City Attorney's office. This ordinance adopts those technical changes.

The Common Council of the City of Madison do hereby ordain as follows:
Section 15.02 entitled "Wards and Ward Boundaries" of the Madison General Ordinances is amended to read as follows;
"15.02 WARDS AND WARD BOUNDARIES.
For the purpose of local elections beginning January 1, 2012, wards and ward boundaries are established as follows and as shown on a map entitled "City of Madison Aldermanic Districts and Wards, June 29, 2011" on file in the Office of the City Clerk, and a polling place is designated as follows for each of the wards:"
