The adopted 2011 Operating Budget of the Community Development Division includes $40,060 in Community Resources funding to Dane County Parent Council for the PEP program. After reimbursing the agency for a total of $30,095 in expenses for the period January through August, there is a balance available to be reallocated of $9,965. No additional appropriation is required.

Reallocating $9,965 in 2011 Community Resources funds from the Dane County Parent Council Preschool Enrichment Program (PEP) to the East Madison Community Center Children's Development Program and authorizing the Mayor and the City Clerk to enter into an amended contract with the East Madison Community Center.
Body
WHEREAS, the 2011 City of Madison Operating Budget provides $40,600 in the Community Development Division, Community Resource program for the Dane County Parent Council Preschool Enrichment Program (PEP); and
WHEREAS, the PEP program operates in the East Madison Community Center and was intended to serve children from the Truax neighborhood; and
WHEREAS, enrollment in the PEP program has been low for a few years and currently does not serve any children from the Truax neighborhood. Children currently served by the PEP program will be served at an alternative Dane County Parent Council site beginning in the fall of 2011; and
WHEREAS, the East Madison Community Center operates a Children's Development Program which serves elementary age children from the Truax neighborhood; and
WHEREAS, the East Madison Community Center applied for more funding for their Children's Development Program than was awarded for 2011; and
WHEREAS, the Early Childhood Care and Education Committee has recommended to the Community Services Committee that the remaining PEP funds be transferred from the Dane County Parent Council to the East Madison Community Center.
NOW THEREFORE, BE IT RESOLVED, that the Common Council approves the reallocation of $9,965 in 2011 Dane County Parent Council PEP funds to the East Madison Community Center Children's Development Program.
BE IT FINALLY RESOLVED, that the Mayor and the City Clerk are authorized to sign an amended East Madison Community Center agreement for the increased funding.
