Body

WHEREAS the City of Madison Common Council adopted a Comprehensive Plan as defined in Sec. 66.1001(2), Wis. Stats., on January 17, 2006; and

WHEREAS subsequent to January 2006, the City of Madison has adopted or amended more-detailed plans for neighborhoods and other sub-areas within the City as supplements to the Comprehensive Plan, including the Spring Harbor Neighborhood Plan, Tenney-Lapham Neighborhood Plan, East Washington Avenue Capitol Gateway Corridor Plan, Central Park Design and Implementation Task Force Final Report, Regent Street-South Campus Neighborhood Plan, Greenbush Neighborhood Plan, Greenbush-Vilas Neighborhood Housing Revitalization Strategy, Northport-Warner Park-Sherman Neighborhood Plan, Cherokee Special Area Plan, Stoughton Road Revitalization Plan, Royster-Clark Special Area Plan, Blackhawk Neighborhood Development Plan, Cottage Grove Neighborhood Development Plan, Pumpkin Hollow Neighborhood Development Plan, Nelson Neighborhood Development Plan, Shady Wood Neighborhood Development Plan-Phase A,. Northeast Neighborhoods Development Plan-Phase I, and Midtown Neighborhood Development Plan; and

WHEREAS many of these adopted plans include recommendations that specific amendments to the land use designations in the current Comprehensive Plan be considered as more consistent with the objectives of the neighborhood plan; and

WHEREAS the adopted plans for new neighborhoods at the periphery of the city provide more detailed land use and street pattern recommendations for areas designated in the current Comprehensive Plan only as future planning areas with very broad preliminary land use designations; and

WHEREAS in order to maintain the Comprehensive Plan maps as a current expression of community land use objectives, the Plan Commission approved a process and schedule for reviewing and considering limited amendments to the Comprehensive Plan, including recommendations for public participation; and

WHEREAS Planning Division staff compiled a list of proposed amendments to the Comprehensive Plan Generalized Future Land Use Plan maps that incorporate the recommendations and updated land use recommendations contained in other adopted City plans for possible consideration; and

WHEREAS a preliminary list of proposed Comprehensive Plan map amendments was reviewed by the Plan Commission and a final list of proposed amendments was accepted for formal evaluation and consideration on March 7, 2007; and

WHEREAS various map notes in Appendix 2-1 of the Comprehensive Plan require amendments to be consistent with the proposed amendments to the maps; and

WHEREAS the process and schedule for the Comprehensive Plan review, and the list of potential Comprehensive Plan map amendments was posted on the Comprehensive Plan website, and all Madison neighborhood associations were notified of the schedule and the availability of the review materials; and

WHEREAS written comments received on the proposed Comprehensive Plan amendments were compiled and a response to those comments prepared for Plan Commission and Common Council consideration; and

WHEREAS an ordinance to adopt amendments to the Generalized Future Land Use Plan maps in the City of Madison Comprehensive Plan has been introduced to the Common Council and referred to the Plan Commission; and

WHEREAS a public hearing on the amendments to the City of Madison Comprehensive Plan has been scheduled for the May 17, 2011 meeting of the Common Council, in compliance with Sec. 66.1001(4)(d) Wis. Stats.; and

WHEREAS the Plan Commission believes that the amendments to the Comprehensive Plan reflect the long-term goals for growth and development of the City.

NOW THEREFORE BE IT RESOLVED that the Madison Plan Commission recommends that the amendments to the Generalized Future Land Use Plan maps and associated map notes in the City of Madison Comprehensive Plan attached hereto be adopted.
