DISCUSSION ITEM: Make illegal any airborne art or airborne performance art such as spray painting and air brushing.

Health Department Statement: The careless application of spray paints has potential human health and environmental consequences dependent upon the duration and frequency of exposure.  In addition to the noxious odor following use, spray paint contains a variety of volatile organic compounds (VOCs) that are emitted during the initial application of the paint and during the drying process that, when present in sufficient concentrations, can lead to human health effects including eye and respiratory irritation, headache, dizziness, visual disorders, and memory impairment from prolonged exposure.  These VOCs also enter into the atmosphere and increase the photochemical load of reactive hydrocarbons that can contribute to ozone formation that can also impact air quality at a broader community level.
