Fiscal Note
The planning process will be accomplished with resources currently included in the CDBG 2011 adopted operating budget, which provides $41,500 in Federal CDBG funds for staffing support. This resolution does not commit any funds for implementation at this time, although traditionally the CDBG program has committed approximately 5% of its estimated annual entitlement funds for implementation of higher priority eligible projects.

Body
WHEREAS the Community Development Block Grant (CDBG) Committee designated Census Tract 14.02 to receive planning services based on certain quality of life trend indicators suggesting that the area could benefit from an increase in opportunities for positive public action; and
 
WHEREAS during initial discussions with the City of Madison District Alderperson, Madison Metropolitan School District (MMSD), City of Fitchburg, and Town of Madison it was proposed to expand the planning area to encompass a portion of Census Tract 14.03, a residential area roughly between Post Road and High Ridge Trail between Fish Hatchery Road and Leopold Way to capitalize on joint planning efforts between the municipalities (See Map); and
 
WHEREAS the City of Madison, MMSD, City of Fitchburg, and Town of Madison will work collaboratively in outreach efforts to engage residents (including the Arbor Hills and Leopold Neighborhood Associations), businesses, and other interested parties in the planning study area to develop a neighborhood plan which will replace a need for City appointed steering committee; and
 
WHEREAS the Planning Division will undertake a comprehensive public participation effort that will include hosting open houses, conducting focus groups, interviewing business owners/tenants, and engaging in other activities as opportunties arise as part of the planning process; and
 
WHEREAS the Planning Division will manage the process to develop a neighborhood plan that will identify issues and formulate strategies to address priority issues.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council supports the expansion of the planning area boundaries and the public participation approach for the Arbor Hills-Leopold Neighborhood Plan
