PREAMBLE
 
On a daily basis the City of Madison has hundreds of vehicles on the streets of Madison. These vehicles include police squads, Metro buses, automated refuse and recycling trucks, fire trucks, and vehicles from the Parks Department, Water Utility, Sewer Utility and other City departments.
 
Over the last ten years (2001 to 2010), the City of Madison has incurred $8.8M in liability losses. Of that $8.8M in losses, 67 percent or $5.9M are from vehicle related incidents. On average, the City incurs $593,000 in vehicle liability losses per year. This does not include physical damage costs related to the damaged vehicles, nor does it include workers' compensation related costs. As a means to reduce this expense, Risk Management is working to establish a comprehensive driver training program. To implement such a program, the City Risk Manager recommends purchasing a driving simulator to be used as a loss control and training tool for all City departments.
 
Whereas, the 2011 Insurance Fund budget includes an amount of $200,000 for the purchase of a Driving Simulator for use by City departments; and
 
Whereas, the budgeted amount includes the purchase of the driving simulator, installation, training of up to six City staff members in its use and a four-year full service warranty; and
 
WHEREAS, the City Risk Manager believes that the purchase of appropriate driving simulator equipment and the development of a comprehensive driver training program will help minimize future vehicle losses; and
 
Whereas, members of the Comptroller's Office, Madison Police Department, and Madison Fire Department have reviewed driving simulators from three different companies. Members of the Streets Division and Madison Metro also were involved in the review of driver simulators; and
 
Whereas, based on reviews of the three systems it is recommended by the staff evaluators that the L-3 MPRI Driving Simulator would best meet the various training needs of the City and its drivers; and
 
Whereas, the Madison Police Department has agreed to provide space in its new Training Center for the Driving Simulator; and
 
Whereas, L-3 MPRI has submitted a quote for the driving simulator, shipping, installation and training by L-3 MPRI staff, and a four-year (one-year plus and additional three) warranty in an amount not to exceed $190,000; and
 
Whereas, MGO 4.26 allows the Common Council to approve sole source purchases;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the sole source purchase of a PatrolSim V Driving Simulator, related services and a four-year warranty from L-3 MPRI at a cost not to exceed $190,000.
