Fiscal Note
The Resolution amends the 2011 adopted PCED capital budget to create a new project for the Madison Sustainability Commerce Center, to reallocate to the project $75,000 in authorized General Obligation borrowing, and to recognize an additional $300,000 in grant revenues and commensurate expenditure authority.  Additionally, the Resolution amends the 2012 PCED capital improvement program to reallocate to the new project $2M in private fundraising and grant proceeds.  These changes have no net impact on City general obligation borrowing expenditures.  The $75K in General Obligation borrowing is TID eligible. Acceptance of the $300,000 in grant monies requires a City matching component which is already included in budgeted staff salaries and other projects, so no additional expenditure is required.

WHEREAS, the Capital Region Sustainable Communities Consortium (CRSSC), led by the Capital Area Regional Planning Commission (CARPC), applied for and was awarded a Sustainable Communities Regional Planning Grant by the U.S. Department of Housing and Urban Development (HUD); and,
 
WHEREAS, the CRSCC was formed to execute the Grant program which includes the following activities: Future Urban Development Area (FUDA) Planning, Transit Studies and Transit Oriented Development Studies, Catalytic Projects, Hydrological Modeling, Increasing Participation in Planning and Decision-Making, a Regional Housing Strategy, Greenhouse Gas Emissions and Air Quality goals and measurements, Performance Indicators and Measurement, and Outreach and Education; and,
 
WHEREAS, the City of Madison is a member of the CRSCC; and,
 
WHEREAS, the Grant requires a Memorandum of Understanding between CRSCC and each of its members in regards to articulating goals, benefits, member roles and responsibilities, decision-making, new membership policies, grant activities, the term of MOU, and member contributions; and,
 
WHEREAS, the Madison Sustainability Commerce Center (MSCC) is included in the Capital Region's Sustainable Communities Regional Planning Grant as a Catalytic Project, which provides a $300,000 grant to be used towards preparation of a project proposal/business plan, architectural and engineering plan, public benefits plan, and predevelopment/site planning work for the Center.
 
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an MOU with the CRSCC, enter into a Subgrantee Agreement with CARPC, and amend the 2011 Department of Planning & Community & Economic Development Capital Budget Project No. 4 (CT36-54950-823601-00-2940536) to accept a $300,000 grant through the Capital Region's Sustainable Communities Regional Planning Grant for preparation of a project proposal/business plan, architectural and engineering plan, public benefits plan, and predevelopment/site planning work for the MSCC; and,
 
BE IT FURTHER RESOLVED that the term of the MOU with the CRSCC will be approximately Spring 2011 through February 14, 2014; and
 
BE IT FURTHER RESOLVED that the term of the Subgrantee Agreement with the Capital Area Regional Planning Commission for the MSCC catalytic project is February 15, 2011 through February 14, 2014; and,
 
BE IT FURTHER RESOLVED that the City of Madison commits its required match for the CRSCC activities, which is an in-kind contribution of City staff time (valued at $50,000); and
 
BE IT FURTHER RESOLVED that the City of Madison commits its required match for the MSCC catalytic project, which is an existing DOE Solar America Grant and a portion of the salary of an existing City staff member working on the project (valued at $17,000); and,
 
BE IT FINALLY FURTHER RESOLVED that City staff are authorized to expend said grant funds in accordance with the Memorandum of Understanding and Subgrantee Agreement; and,
 
BE IT FINALLY RESOLVED that the 2011 Adopted Capital Budget and the 2012 Capital Improvement Program (CIP) of the Department of Planning, Community and Economic Development be amended to create a new capital project, "Madison Sustainability Commerce Center" (MSCC), Acc't No. 810728, to reallocate to the new project $75,000 of existing General Obligation borrowing proceeds authorized for the project from PCED Project No. 4, "TID 36 - Capitol Gateway Corridor, Acc't No. 823601, (CT36-54950-823601-00-2940536), to recognize $300,000 in grant revenues and expenditure authority, and to move $2M in fundraising and grant monies from the 2012 CIP for existing PCED Project 4 to the new MSCC project, as follows:
