Funding for an eight week double fill of the Streets Operation Analyst position can be expected to cost a minimum of $8,736 in salary plus $4,018 in benefits, for a total minimum cost of $12,754. The Streets Division plans to recover this amount with future salary savings. A portion of this savings would be generated by the salary differential between the new hire and the current incumbent. This salary difference could save up to $5,682 in salary and $2,614 in benefits, for total savings of $8,296 over the final 19 weeks of 2011. The remaining shortfall would be covered by the management of agency wide salary savings by the Streets Division.

Body
WHEREAS, the incumbent Streets Operations Analyst is to be paid through August, 19, 2011 and the new Streets Operations Analyst will be hired effective June 27, 2011 in order to facilitate an orderly transition of information and responsibility; and
WHEREAS, this time is required to assist the new Streets Operations Analyst in acquiring the knowledge necessary to prepare both the Capital and Operating Budgets of the Streets Division; and
WHEREAS, since the City of Madison accounting system is in a state of transition and additional time will be required for the new Streets Operations Analyst to get up to speed on the existing accounting system and the new ERP system as well; and
WHEREAS, MGO 3.35 (6) (h) states: “The Human Resources Director, with the approval of the Mayor, and of the Common Council if the action requires the expenditure of more than $2,000 and/or is for longer than 30 days, is authorized to double-fill any position for a period not to exceed forty-five (45) calendar days unless such period is extended by action of the Common Council.”
